As with all great political speeches, it was the energy that mattered most. That mixture of timing, the big stage, the perfect words and the right tone. At this year's Munich Security Conference, Angela Merkel had that kind of energy.

She talked about a world order that is in danger of decline and destruction. A world order that in its current form may not exist for much longer. In one bold speech she traveled around the globe, from Russia to China to the United States and then back to Germany and Europe. Trade, security, the environment: No political sphere was left out. A clear message for friends and foes None of Merkel's ideas were new. Everything she said has been discussed and written about before. However, her previous speeches on multilateralism were somewhat like the word itself when it comes to messaging: clunky and difficult to grasp. This time there was energy. She was to the point, calling it like it is. Her words came as a relief to the audience, particularly when contrasted with the speech from United States Vice President Mike Pence. Merkel poked fun at her own government's foreign policy shortcomings. Pence woodenly told attendees what "America First" means in practice. Merkel made her case passionately. The contrast between these two speeches clearly illustrated just how strained the trans-Atlantic relationship is at the moment. But while Merkel rocked the conference hall and triggered a worldwide wave of support on social media, her domestic critics groaned. Regional leaders of her own conservative Christian Democrats (CDU) started a petty discussion about whether they should let Merkel campaign for them in upcoming state elections in eastern Germany. The chancellor's popularity east of the Elbe River is so low at the moment it could actually hurt the CDU's election chances. The successor prepares Vilified at home, celebrated abroad. This is a problem Merkel shares with many of Germany's post-war chancellors: The benefit of global respect and attention goes hand in hand with a decline in authority when it comes to domestic politics. Be it Konrad Adenauer, Willy Brandt, Helmut Schmidt or Helmut Kohl — they all lost the backing of their party colleagues, some were even forced out of office by their own people, all while their reputation was growing on the international stage. Merkel has already stepped aside as leader of the CDU to make way for her preferred successor, Annegret Kramp-Karrenbauer, who used the conference in Munich to do some foreign policy networking. A breakfast here, a discreet lunch there — she even gave her first interview focusing on foreign policy. Kramp-Karrenbauer is acting like someone who wants to take on more than just the CDU leadership. So who is going to pick up the pieces from our shattered world order? Merkel's answer in Munich was clear: all of us, and we have to work together. The chancellor may not be leading the way much longer. President Alexander Lukashenko, has been a long-term ally of Moscow and has welcomed joining with Russia which comes soon after Vladimir Putin questioned the sovereignty of states in the EU. With both the US and Russia withdrawing from the Intermediate-Range Nuclear Forces Treaty (INF), Putin has insisted that no country wants any American missile presence within its borders.

Special counsel Robert Mueller hasn’t provided evidence to the federal judge overseeing the case of Paul Manafort that his confidant in Ukraine is a Russian spy or tied to its intelligence apparatus, according to a new court transcript.
One of the continuing narratives in the prosecution of Manafort is that he worked for more than a decade with a Russian spy — Konstantin Kilimnik, a Ukraine-born translator and political consultant. Mr. Mueller has said in court documents that the FBI assesses Mr. Kilimnik as being tied to Russian intelligence. The news media has taken that description to link him to the Kremlin and thus evidence of possible election collusion with Manafortwhen he was President Trump’s campaign manager. In a newly released transcript of a Feb. 13 hearing, U.S. District Judge Amy Berman Jackson said she hasn’t been provided the evidence. Legally, she said, it doesn’t matter if he is a spy because the appointment order to Mr. Mueller says to investigate “any links” of Trump associates and the Russian government. “Whether Kilimnik is tied to Russian intelligence or he’s not, I think the specific representation by the Office of Special Counsel was that he had been, quote, ‘assessed by the FBI, quote, to have a relationship with Russian intelligence,’ close quote,” Judge Jackson said at the hearing. “Whether that’s true, I have not been provided with the evidence that I would need to decide nor do I have to decide because it’s outside the scope of this hearing.” As a young man, Mr. Kilimnik served as an army translator for Russian military intelligence. He denies he worked for the intelligence service after his discharge. He was employed in Moscow for the International Republican Institute, a pro-Democracy group led by the late Sen. John McCain. He joined Manafort’s firm in Ukraine in 2005. The point of the Feb. 13 hearing was to hear Judge Jackson explain her ruling that determined Manafort lied to the special counsel about his contacts with Mr. Kilimnik. She said Manafort, interrogated as part of a plea deal, lied about a meeting he had with Mr. Kilimnik and a now-convicted business partner, Rick Gates, at a cigar bar in New York on Aug. 2, 2016. A previously released but redacted court transcript shows Mr. Mueller has evidence from Gates that sanctions relief for Russia was discussed. Kevin Downing, Manafort’s attorney, calls the collusion theory “nonsense,” and asserted that his client never lied. Of Manafort’s testimony, Judge Jackson said: “Concessions come in dribs and drabs, only after it’s clear that the Office of Special Counsel already knew the answer. Again, it’s part of a pattern of requiring the Office of Special Counsel to pull teeth, withholding facts if he can get away with it.” Now jailed in solitary confinement, Manafort is due to be sentenced in a federal court in Virginia next month after a jury convicted him of bank and tax fraud. He then will be sentenced by Judge Jackson. He received millions in payments from the pro-Russia Party of Regions in Ukraine and hid the funds from U.S. tax collectors. Under Mr. Mueller’s collusion pursuit, Mr. Kilimnik would be key witness. He now lives is Russia, seemingly out of the prosecutors’ reach. Mr. Mueller brought two charges of obstruction of justice against Mr. Kilimnik. The indictment says he conspired with Manafort to tamper with a witness. The issue related to Manafort in his not filing as a foreign agent with the Justice Department. Mr. Downing received requested information from the prosecution that Mr. Kilimnik had an association with the U.S. Embassy in Kiev. The implication is that Mr. Kilimnik was an American asset. Donald Trump has apparently discovered the joys of online translation apps and has posted what is probably the first tweet by an American president in the Persian language. Using the hashtag #40YearsofFailure, Trump denounced the corruption and cruelty of the Iranian regime that has brought suffering and misery to its people and has been instrumental in spreading terror around the globe. Throughout his candidacy and also his presidency, Trump has always been a vocal critic of the mullahs, opting for confrontation rather than cooperation when he unilaterally declared the Iran Nuclear Deal null and void. But is Trump, the businessman, as much of an anti-Iranian purist as Trump, the president?
A rather disturbing answer to that question may lie on the shores of the Caspian Sea, in the city of Baku, Azerbaijan. It’s a rather complicated and multi-layered story. The first layer is that in 2012, team Trump officially joined a project to build and develop what was meant to become the Trump International Hotel & Tower in a not-yet-developed part of Baku; a project that has all the markings of a money laundering operation. The Trump Organization’s partners on the Azerbaijani side were members of the Mammadov family – the family of a wealthy and powerful oligarch who was characterized by a U.S. diplomat as notoriously corrupt, even for Azerbaijan. Azerbaijan, in turn, is generally rated as one of the most corrupt nations in the world.
