Trump has been ramping up his “Deep State” rhetoric again. He’s back to blaming a cabal of bureaucrats, FBI and CIA agents, Democrats and “enemies of the people” in the mainstream media for conspiring to remove him from office, in order to allow the denizens of foreign “shitholes” to overrun America.
But with each passing day it’s becoming clearer that the real threat to America isn’t Trump’s Deep State. It’s Trump’s own Corrupt State.
Not since the sordid administration of Warren G Harding have as many grifters, crooks and cronies occupied high positions in Washington.
Trump has installed a Star Wars cantina of former lobbyists and con artists, including several whose exploits have already forced them to resign, such as Scott Pruitt, Ryan Zinke, Tom Price and Michael Flynn. Many others remain.
When he was in Congress, the current White House acting chief of staff, Mick Mulvaney, pocketed tens of thousands of dollars in campaign contributions from payday lenders, then proposed loosening regulations on them. Mulvaney was also acting head of the Consumer Financial Protection Bureau, of all things.
When he was Trump’s special adviser on regulatory reform, the Wall Street billionaire Carl Icahn sought to gut the Environmental Protection Agency rule on ethanol credits, which was harming his oil refinery investments.
This week the Guardian reported that a real estate company partly owned by Trump son-in-law and foreign policy adviser Jared Kushner has raked in $90m from foreign investors since Kushner entered the White House, through a secret vehicle run by Goldman Sachs in the Cayman Islands. Kushner’s stake is some $50m.
All this takes conflict of interest to a new level of shamelessness.
What are Republicans doing about it? Participating in it.
The secretary of transportation, Elaine Chao, who also happens to be the wife of the Senate majority leader, Mitch McConnell, has approved $78m in grants for her husband’s home state, Kentucky, including a highway improvement project twice rejected in the past. Chao has even appointed a special liaison to coordinate grants with McConnell’s office. Did I say McConnell is up for re-election next year?
Under normal circumstances, news that a cabinet secretary is streamlining federal funding for her husband’s pet projects would be a giant scandal. But in the age of Trump, ethics have gone out the window.
Since he was elected in November, congressman Greg Pence, who just happens to be the brother of Vice-President Mike Pence, has spent more than $7,600 of campaign funds on lodging at the Trump International Hotel in Washington. Federal election law forbids politicians from using campaigns dollars to cover housing costs.
The Corrupt State starts with Trump himself, giving new meaning to the old adage about a fish rotting from the head down.
When foreign governments aren’t currying favor with Trump by staying at his hotel, they’re using state-owned companies to finance projects that will line his pockets, like China’s $500m for an entertainment complex in Indonesia that includes a Trump-branded hotel.
Trump claims the Deep State allows foreigners to take advantage of America. The reality is Trump’s Corrupt State allows Vladimir Putin and his goon squad to continue undermining American democracy.
“I’d take it” if Russia again offered campaign help, Trump crowed this week, adding that he would not necessarily tell the FBI. Just days before, Trump acknowledged “Russia helping” him “get elected” the first time.
Despite evidence that Russia is hacking and trolling its way toward the 2020 election, Republican defenders of Trump’s Corrupt State won’t lift a finger.
McConnell refuses to consider any legislation on election security. He and Senate Republicans even killed a bill requiring campaigns to report offers of foreign assistance to federal authorities.
The charitable interpretation is McConnell and his ilk don’t want to offend Trump by doing anything that might appear to question the legitimacy of his 2016 win. The less charitable view is Republicans oppose more secure elections because they’d be less likely to win them.
Trump and his Republican enablers are magicians who distract us by shouting “look here!” at the paranoid fantasy of a Deep State, while creating a Corrupt State under our noses.
But it’s not a party trick. It’s the dirtiest trick of our time, enabled by the most corrupt party in living memory.

Barring last-minute changes, senior Israeli and American officials will meet in the United States next week to prepare for a trilateral summit of the heads of the US, Russian and Israeli national securitycouncils. National security advisers John Bolton, Nikolay Patrushev and Meir Ben-Shabbat will convene June 24 in the Israeli capital to discuss the post-war order in Syria.
“This is a crazy event. I don’t have sufficient superlatives to describe it,” an Israeli defense source told Al-Monitor on condition of anonymity. “It’s true that at this stage, the importance of the event is in the very decision to hold it, but think about it: Fifty-two years after Jerusalem’s liberation, we are bringing together there the heads of the American and Russian security councils to discuss arrangements for Syria after the war, with us as part of the process.” The official got somewhat carried away talking about a “new Sykes-Picot” — referring to the 1916 agreement dividing the region between the British and French colonial powers. Still, there is rare consensus in Israel about the summit being a tremendous achievement for Prime Minister Benjamin Netanyahu and a strategic Israeli message to Iran and the rest of the Middle East that Israel is part of the axis of powers working together to instill a new order in the Middle East.
The upcoming summit is likely to star in Netanyahu’s reelection campaign throughout the summer months ahead of the Sept. 17 vote. For once, he appears to have come by this achievement deservedly. The summit was decided on before Netanyahu knew he would be unable to form a government and would be dragged into new elections, leaving him with an alibi. It was not a pre-election stunt, but Netanyahu will undoubtedly use it to leverage his electoral prospects, as he always does.

There was a glitch in the lead-up to the summit: On June 5, military intelligence head Maj. Gen. Tamir Heyman presented an overview of events in the region at the Israel Heritage and Commemoration Center. “If you are looking for a world leader who speaks to everyone, look no further than the Russian player,” Heyman said, complimenting Russian President Vladimir Putin. “Russia’s dominance in the region is tangible; Russia almost intentionally instigates friction and then seeks to be instrumental in resolving it by its presence in the region.”

The Russians were not pleased with this description. Heyman “simply wanted to compliment the Russians, but it didn’t come out well,” one of his colleagues told Al-Monitor on condition of anonymity. Russia’s military attaché in Israel received a clarification of the remarks. Moscow did not react, further proof of the powerful strategic link emerging between Moscow and Jerusalem. “They realized there was a mistake in formulation,” a senior Israeli source told Al-Monitor on condition of anonymity. Top military brass — national security and planning officials — will probably fly to Moscow in the next few days to prepare for the summit.
Israel views the upcoming summit as a major achievement. “Three years ago, Israel made a strategic decision to prevent Iran’s entrenchment in Syria at any cost,” said a senior military official in a confidential conversation with Al-Monitor. “Chief of Staff [Gadi] Eizenkot received the blessing of the prime minister and the cabinet, and Israeli measures against Iranian entrenchment gradually intensified.” According to this source, quite a few people in Israel and beyond warned that the Israeli strikes were ineffectual, but developments on the ground proved them wrong. “The strikes, which are ongoing, achieved a very positive cumulative effect,” said the senior military official. “They took their toll on the Iranians, their entrenchment shrank, the Iranian presence is declining and a deal has been struck with the Russians to push the Iranians at least 80 kilometers [50 miles] away from the Israeli border on the Golan Heights.”
Israel’s raids in Syria have made Israel an essential strategic element in regulating the situation in Syria. “Something else has happened,” a senior security cabinet source told Al-Monitor on the condition of anonymity. “The Americans announced they were pulling out of Syria, but they did not do so. Now they are forming a tripartite axis together with Russia and Israel for a joint discussion based on mutual interests and focusing on the day after. If this is not a major diplomatic achievement, then there are no major diplomatic achievements in the world.”
The confluence of American, Russian and Israeli interests is particularly intriguing as regards Israel and Russia. “Putin understood a long time ago that without Israel, he will have a hard time stabilizing the situation in Syria,” another cabinet source told Al-Monitor on condition of anonymity. According to various assessments, one possible deal would entail US and Israeli recognition of the regime and a lifting of American sanctions from Damascus. In return, the Russians would have to press President Bashar al-Assad and Iran to bring about an Iranian pullout from Syria.
The feasibility of such a goal is unclear. Russian Foreign Minister Sergey Lavrov said a year ago that any expectation that Russia could get the Iranians out of Syria was “unrealistic.” Nonetheless, Russia has no problem discussing it. The Russians stopped viewing Iran as a strategic partner long ago. The war over Syria has been decided, despite the continued fierce fighting in the Idlib region. Instead of military cooperation, Russia finds itself in an economic and strategic race with Iran over influence in Syria.
“At some point, Assad will also have to decide,” a top Israeli military source told Al-Monitor on condition of anonymity. “Will he continue to be an Iranian stooge and aspire to be [Hamas leader] Ismail Haniyeh when he grows up, or would he rather regain his independence and stand on his own two feet?”
According to this logic, Assad knows the Iranians have done their part and can now leave. If they do, he will rid himself of his Israeli headache and can then apply himself to his country’s rehabilitation with Russian and American help. These considerations will be the focus of the Jerusalem meeting at the end of June. The eyes of the Middle East will be on the get-together, in which Israel will prove how central it has become in the struggle between the two superpowers.

Israel will convene a tripartite meeting bringing together security chiefs from the U.S. and Russia in a bid to align their Middle East policies, specifically as regards Iran's expansionism and potential nuclearization, as well as the conflict in Syria.
"In June, United States National Security Adviser Ambassador John Bolton, Israeli National Security Adviser Meir Ben-Shabbat, and Russian Secretary of the Security Council Nikolay Patrushev will meet in Jerusalem, Israel, to discuss regional security issues,” a White House press statement read in part.
"The meeting is the result of a [rapprochement] between the U.S. and Russia, and the main purpose is to [jump-start] a direct dialogue despite Western opposition to various Russian actions," Zvi Magen, a former Israeli ambassador to Moscow and today a senior fellow at the Tel Aviv-based Institute for National Security Studies, told

"After Netanyahu was in Washington [in March], he thereafter traveled to speak with Putin and [now] appears to be acting as an intermediary in [what has become a diplomatic] triangle,” Magen explained.
"US President Donald Trump is focused on Iran, in particular, and there could be an eventual achievement because Russia has offered to move the Iranians out of Syria," he noted.
Indeed, given the American leader's clear intent to draw down US forces stationed in Syria, analysts believe he will seek guarantees from his Russian counterpart, Vladimir Putin, to rein in the Islamic Republic's attempt to establish permanent military infrastructure in the war-torn country.
The initiative comes against the backdrop of heightened tensions between Washington and Tehran. Moscow views the latter as an ally in its fight on behalf of Bashar al-Assad's regime in Syria. Nevertheless, both the U.S. and Israel are expected to push for a united front in support of the Trump Administration's pressure campaign against the mullahs, foremost as it relates to reimposed sanctions that are beginning to decimate the Iranian economy.
President Trump will also likely discuss Turkey's threats to launch a military offensive to retake areas in eastern Syria held by U.S.-aligned Syrian-Kurdish fighters. It was those fighters who did most of the heavy lifting in the battle to eliminate Islamic State, although Ankara views them as an extension of the Kurdistan Workers Party (PKK), which has long sought autonomy and even statehood inside Turkey, where it has been designated a terrorist organization.
In exchange, Magen added, "there will be American overtures to Moscow. The next stage in the process will probably be about what to do with Ukraine, the likely [focus] of a potential follow-up summit between Trump and Putin, perhaps in Japan."
For his part, Israeli Prime Minister Binyamin Netanyahu has over the past two-plus years green-lighted hundreds, if not thousands, of strikes against Iranian military infrastructure in Syria, and almost certainly will insist that Moscow abide by a reported informal agreement to keep Tehran-allied Shi’ite troops – including members of the Lebanon-based Hizbullah – from operating within 60 miles of the Israeli-Syrian border.
"A meeting like this has never taken place before in Israel…. We have a lot of things that we want to do," Netanyahu asserted immediately after the Israeli parliament last week voted to disbanded itself, setting in motion new elections.

 also spoke with Dr. Fadi Essmaeel, a former senior staffer in the U.S. House of Representatives and presently a research fellow at the International Institute for Counter-Terrorism.

"Israel has consistently struck inside Syria, but Russia rules the skies, so it is important [for Netanyahu] to strengthen the [existing de-confliction mechanism between the two militaries to avoid incidents]," Essmaeel told

"Regarding the American force in Syria, it is small but strategically significant and has a huge effect. It is an enormous card that [President Trump] is unlikely easily to give up,” he stated.
"Another major point," Essmaeel elaborated, "is preventing an Iranian land corridor from [Tehran to the Mediterranean Sea, spanning Iraq, Syria and Lebanon]. So there are tactical issues that need to be dealt with."
On the flip side, experts told

 that President Putin will press to consolidate his role as the primary power broker in Damascus, and strive for concessions on other issues should he decide to acquiesce to Israeli and American requests. This could, they suggest, entail some form of de facto acceptance of Moscow's annexation of Crimea, the limited curbing of NATO activities in eastern Europe, or the tacit approval of the anticipated purchase by Turkey of the Russian-made S-400 missile defense system.
Bridging the divides, however, will be no easy task even though the prospective Jerusalem meeting is a meaningful initiative, Yaakov Amidror, former chairman of Israel's National Security Council and currently a fellow at both the Washington-based JINSA think-tank and the Jerusalem Institute for Strategy and Security, told

"If it happens – which is uncertain, given the [testy] relations between Washington and Moscow – it will be a huge opportunity to demonstrate that all three parties have a common interest in making the region more peaceful and to coordinate, or at least make known, their respective positions," Amidror said.
"I don't think that Moscow will initially get behind President Trump's approach toward Iran… [and so] there may not be any immediate practical outcomes of the meeting, although there may be long-term dividends. For Israel," he continued, "the main issue is Iran's aggressive policies, and it is very important that the Americans and Russians understand the logic of [each other's] actions."
Essmaeel agrees on the significance of attempting to synchronize the three countries' positions but argues that the talks need to take into account the broader geopolitical reality.
"The world does not work in [an] 'either or' [mode] and [the players] have competing interests. Iran is raising tensions in the region with a view to relieving some American pressure, and the Russians are playing a dual-game. They want to avoid strengthening Iran [even though they are ostensible partners in Syria], but Moscow does not want to hand the U.S. a gift,” Essmaeel told

"Russia might be able to get concessions in return, such as the reduction of sanctions on it," he said. "The entire situation is fluid and there can be quid pro quo arrangements regarding everything on the table. This [Jerusalem] conference is not the final point, as there are always [security developments] that warrant discussion."
While differences between the parties will always exist, most consider the effort to bridge the gaps among global powers a worthy endeavor. Moreover, as cracks begin to show in the Russian-Iranian alliance in Syria, the sides may be able to find sufficient common ground to adopt overarching policies that alter the prevailing regional status quo, which is unstable, and thus explosive.

What lies in store for the Eastern Partnership 10 years after its establishment?

Across the Black Sea in the southern Caucasus lie three more former members of the USSR: Armenia, Azerbaijan and Georgia. Traditionally, they have been viewed as buffers between Russia and the West, an area where Russia has long exercised its cultural and economic influence.
However, many of these countries have ambitions to integrate more closely into the European Union, whose lucrative trade area as well as a reputation for strong governance and equal standing among states are a powerful attraction.

Disrupting the geopolitical logic

To build on these facts a project called the Eastern Partnership was officially launched in Prague ten years ago during the Czech Republic’s presidency over the European Council.
EU politicians at the time stressed that it was not aimed at the other big player in the region – Russia, but rather as a common endeavour between EU members and the six eastern European partner states, seeking to boost their democracies and governance, while providing some of the benefits of closer integration within the European community.
Jaroslav Kurfürst, the Czech Republic’s former ambassador to Brussels, who is now the country's Special Envoy for the Eastern Partnership, says there was also another important component behind the project.

The EU’s effort was not to get these countries into its orbit, but rather to promote democracy, the free choice of these countries, the rule of law, fight against corruption, civil society, human rights and more. That is the main effort of the Eastern Partnership.”
There were different propositions for what the Eastern Partnership should look like and EU’s East Central European member states played a big role in this process.
Both the Czechs and the Poles, the latter backed up by Sweden, submitted their proposals between 2007 and 2008.
Indeed, there are political analysts who have described the Eastern Partnership as a vehicle for influence for states such as Poland and the Czech Republic, both within the EU and in the Eastern European region, by leveraging it as an area of their expertise.
However, others have questioned whether the project has turned out to be as effective as originally intended.
Despite this, Mr. Kurfürst says the Czech Republic has left a distinguishable footprint, since the Eastern Partnership was announced in 2009.
“Besides the successful summit of 2009, the Czech Republic has been playing quite a strong role I would say. In particular we also put a strong emphasis on the role of civil society, rule of law, independent media and fighting corruption. We were of course trying to support the neighbour countries, which were in a difficult geopolitical situation. All of their governments are important partners for us. I think that this policy was at the heart of Czech government.”

The elephant in the room

The past 10 years in the region have been turbulent and, at times, the Eastern Partnership has seemed as too weak a force to promote its goals.
Often this has been the result of what some see as a geopolitical struggle in the region, played between Russia and the West, with the former operating in the logic of a zero-sum game.
“The vision was to disrupt the geopolitical logic in the area. The system of power based international relations and come up with the anti-geopolitical logic, relying on rule-based international relations.”
While he stresses that the Eastern Partnership is not directed against Russia, Mr. Kurfürst admits that diplomacy in the region often means dealing with what he calls the “elephant in the room”.
“Russia is a big power. It is a global power and unfortunately a really difficult one too. Especially when it comes to our Eastern Partners it committed some unacceptable things, such as violating the territory of its neighbour and breaking international law. However, it is clear that besides these regional dynamics Russia is global player and we have to take it into account.
“We have to stick to our principles and not be pushed by the nuclear and military power of Russia. I think it respects partners who are able to stand up for their own positions. However, at the same time it is a matter of fact that Russia is sitting in the Security Council, has nuclear weapons and the largest territorial mass. That is a matter of fact.”

10 years on – what comes next?

This year, after 10 years of existence, experts and EU officials are looking into how the Eastern Partnership should evolve in the future.
While things have moved forward for many of the EU’s eastern partners, who have since signed treaties integrating their countries closer into the union’s market and given their citizens more freedom to seek employment in the EU, the most sought after prize, which was vaguely dangled in front of them in 2009, was full EU membership.
“Russia is a big power. It is a global power and unfortunately a really difficult one too. Especially when it comes to our Eastern Partners it committed some unacceptable things, such as violating the territory of its neighbour and breaking international law.”
This club invitation still seems very far away.
Mr. Kurfürst does not rule out the chance of eastern partners becoming full members in the future, but he says it is likely to be preceded by something else.
“Well, I think it was Woody Allen who said that it is hard to make predictions especially about the future. For the near future however, I believe the plan is clear. We have to properly implement the framework documents which were signed with the majority of Eastern Partnership countries. Secondly, we have to work on resilience, things such as societal resilience, security and economic resilience. We need to help these governments become more resilient.
“Then we will have to think about the possibilities of what to do more. How to give these countries more hope for the European perspective. Here you have tools and steps. Even if giving these countries EU membership after this long process is not a popular final goal for some current EU member states, you can see the likelihood of some next step. I think it is important for our partners and as the EU we will have to look into that file.”
The fact that the Czech Foreign Ministries Special Envoy for the Eastern Partnership stresses boosting resilience as a major factor is understandable.
Whether it is through a reliance on Russian gas supplies, the presence of frozen conflicts, or the weakness of independent media, the European Union’s eastern partners still face major challenges.

Brexit – the potential loss of an important partner

So far, as a member state, Britain has been part of the Eastern Partnership and a very helpful ally for the Czech Republic in the region, says Mr. Kurfürst.
“It will affect the dynamics of the diplomatic discussions within the EU, because the UK had a strong voice and it was very close to ours. In that way we are losing an ally and an important partner. On the other hand we will definitely try as the Czech diplomatic service to keep our British partners on board and as close as possible to the policy. The British government is activating itself in strengthening resilience and support for the media. It is active in the region, so there are many ways through which to cooperate and we will definitely use those possibilities.”
In what way was the UK voice similar to yours?
“[Brexit] will affect the dynamics of the diplomatic discussions within the EU, because the UK had a strong voice and it was very close to ours. In that way we are losing an ally and an important partner.”
“The same values perhaps, the similar strategic approach. For example, for a Czech diplomat of my generation, the Eastern Partnership is a bit of a reminder of 1968 when the doctrine of limited sovereignty was applied to Czechoslovakia and we could not decide freely about ourselves. What the EU tried to offer those post-Soviet countries that are part of the eastern partnership, was to finish with that thinking of limited sovereignty and treat them as our sovereign partners who have their own statehood and history, as well as support them. I feel that this approach is shared by our British partners. That is our common ground.”
However Brexit turns out, when it comes to the Eastern Partnership the EU’s most pressing focus is likely to be achieving the largest possible progress in its 20 Deliverables for 2020 plan, which has set out targets to be achieved by next year in areas including governance, connectivity, society and economic development.
A recent review in March 2019 found that most of the targets are on track to be achieved, but found that there was only moderate progress in areas including the support for judicial reforms, the engagement of civil society organisations and environmental support.
