WASHINGTON — Just 10 days before a key meeting on Ukraine, President Trump met, over the objections of his national security adviser, with one of the former Soviet republic’s most virulent critics, Prime Minister Viktor Orban of Hungary, and heard a sharp assessment that bolstered his hostility toward the country, according to several people informed about the situation.
Mr. Trump’s conversation with Mr. Orban on May 13 exposed him to a harsh indictment of Ukraine at a time when his personal lawyer was pressing the new government in Kiev to provide damaging information about Democrats. Mr. Trump’s suspicious view of Ukraine set the stage for events that led to the impeachment inquiry against him.
The visit by Mr. Orban, who is seen as an autocrat who has rolled back democracy, provoked a sharp dispute within the White House. John R. Bolton, then the president’s national security adviser, and Fiona Hill, then the National Security Council’s senior director for Eurasian and Russian affairs, opposed a White House invitation for the Hungarian leader, according to the people briefed on the matter. But they were outmaneuvered by Mick Mulvaney, the acting White House chief of staff, who supported such a meeting.
As a result, Mr. Trump at a critical moment in the Ukraine saga sat down in the Oval Office with a European leader with a fiercely negative outlook on Ukraine that fortified opinions he had heard from his personal lawyer, Rudolph W. Giuliani, and from President Vladimir V. Putin of Russia repeatedly over the months and years.

Echoing Mr. Putin’s view, Mr. Orban has publicly accused Ukraine of oppressing its Hungarian minority and has cast his eye on a section of Ukraine with a heavy Hungarian population. His government has accused Ukraine of being “semi-fascist” and sought to block important meetings for Ukraine with the European Union and NATO.
Ten days after his meeting with Mr. Orban, Mr. Trump met on May 23 with several of his top advisers returning from the inauguration of Ukraine’s new president, Volodymyr Zelensky. The advisers, including Rick Perry, the energy secretary; Kurt D. Volker, then the special envoy for Ukraine; and Gordon D. Sondland, the ambassador to the European Union, reassured Mr. Trump that Mr. Zelensky was a reformer who deserved American support. But Mr. Trump expressed deep doubt, saying that Ukrainians were “terrible people” who “tried to take me down” during the 2016 presidential election.
Mr. Orban’s visit came up during testimony to House investigators last week by George P. Kent, a deputy assistant secretary of state responsible for Ukraine policy. The meeting with Mr. Orban and a separate May 3 phone call between Mr. Trump and Mr. Putin are of intense interest to House investigators seeking to piece together the back story that led to the president’s pressure on Ukraine to investigate Democrats.
Mr. Kent testified behind closed doors that another government official had held the two episodes up to him as part of an explanation for Mr. Trump’s darkening views of Mr. Zelensky last spring, according to a person familiar with his testimony. A third factor cited to him was Mr. Giuliani’s influence.
Mr. Kent did not have firsthand knowledge of either discussion, and it was not clear if the person who cited them did either. But two other people briefed on the matter said in interviews that Mr. Orban used the opportunity to disparage Ukraine with the president. The Washington Post first reported on the meeting with Mr. Orban and the call with Mr. Putin.

It would not be surprising that Mr. Putin would fill Mr. Trump’s ear with negative impressions of Ukraine or Mr. Zelensky. He has long denied that Ukraine even deserved to be a separate nation, and he sent undercover forces into Crimea in 2014 to set the stage to annex the Ukrainian territory. Mr. Putin’s government has also armed Russian separatists in eastern Ukraine, fomenting a civil war that has dragged on for five years.
But allowing Mr. Orban to add his voice to that chorus set off a fight inside the West Wing. Mr. Bolton and Ms. Hill believed that Mr. Orban did not deserve the honor of an Oval Office visit, which would be seen as a huge political coup for an autocratic leader ostracized by many of his peers in Europe.

Mr. Mulvaney, however, had come to respect Mr. Orban from his time as a member of Congress and his involvement with the International Catholic Legislators Network, according to an administration official close to the acting chief of staff. Mr. Orban has positioned himself as a champion of Christians in the Middle East, a position that earned him Mr. Mulvaney’s admiration, the official said.
Another official pushing for the Orban visit was David B. Cornstein, the United States ambassador to Hungary, who sidestepped the State Department to help set up a White House meeting, according to a person familiar with the matter. An 81-year-old jewelry magnate and longtime friend of Mr. Trump’s, Mr. Cornstein told The Atlantic this year that the president envied Mr. Orban. “I can tell you, knowing the president for a good 25 or 30 years, that he would love to have the situation that Viktor Orban has, but he doesn’t,” Mr. Cornstein said.
The Oval Office meeting with Mr. Trump took place just four days after Mr. Giuliani told The New York Times that he would travel to Ukraine to seek information that would be “very, very helpful to my client” and three days after Mr. Giuliani canceled the trip in response to the resulting criticism.
In moves that have disturbed democracy advocates and many American and European officials, Mr. Orban’s government has targeted nongovernmental organizations, brought most of the news media under control of his allies, undermined the independent judiciary, altered the electoral process to favor his party and sought to drive out of the country an American-chartered university founded by the billionaire George Soros.

Mr. Trump raged against Republican defections on impeachment, complaining that while Democrats had been “vicious” and united in attacking him, his own party had not been fighting hard enough on his behalf.
The president’s allies on Capitol Hill tried to ramp up their defense by forcing a vote in the House to censure Representative Adam Schiff, who is leading the impeachment inquiry as the chairman of the Intelligence Committee. The vote failed in the Democratic-led chamber.

The president has long derided the members of his own intelligence community, ignoring their briefings, attacking their credibility if their findings break with his perspective, and generally preferring a cable-TV feedback loop to their expert witness. According to a report in the Washington Post, Trump has finally swung to the opposite end of the spectrum, seeking counsel from sources hoping to undermine U.S. foreign interests. Two trusted sources for forming his opinion on Ukraine were regional authoritarians with open hostility for the administration in Kiev: Hungary’s President Viktor Orbán and Russia’s President Vladimir Putin.
According to intelligence officials who spoke to the Post — and the closed-door testimony of State Department deputy assistant secretary George Kent — Trump consulted the pair in May, shortly after the election of Ukraine’s President Volodymyr Zelensky, to gauge the leaders’ feelings on his fellow entertainer turned politician:
In a May 3 call, Trump asked Putin about his impressions of Zelensky, according to a Western official familiar with the conversation. Putin said that he had not yet spoken with Zelensky but derided him as a comedian with ties to an oligarch despised by the Kremlin …
The May conversation with Putin coincided with a White House visit by Orban that many in the administration had opposed because of the Hungarian leader’s moves to undercut democratic institutions in that country and his combative relations with U.S. allies in Europe …
Senior U.S. diplomats said they had limited insight into the private conversation between Trump and Orban, let alone how Trump’s views of Ukraine have formed. But one official familiar with the encounter said that it became “clear that the meeting with Orban had solidified” Trump’s pessimistic view about Kyiv and Zelensky.
The officials who spoke with the Post mention that though Orbán and Putin disparaged Ukraine, they did not tell Trump to withhold aid in exchange for damaging information on a political rival — in the way that that good mentor sets you up with a road map for success, but not with step-by-step directions. “Trump’s decision to seek damaging material on Biden was more directly driven by Trump’s own impulses and Kyiv conspiracy theories promoted by his attorney Rudolph W. Giuliani,” the Post states.
The president’s seeking of advice in all the wrong places is disconcerting on an immediate level, as Trump continues to conveniently align foreign policy with Russian interests. But confiding in Putin and Orbán — who successfully clamped down on press freedom, stoked anti-immigrant fears, and carved a barbed-wire fence into Hungary’s southern border — shows just how deep Trump’s autocratic desires are. “I can tell you, knowing the president for a good 25 or 30 years, that [Trump] would love to have the situation that Viktor Orbán has, but he doesn’t,” Trump’s ambassador to Hungary, David Cornstein, told the Atlantic in June. Trump’s autocratic friends also reveal just how vulnerable the administration is to the president’s unofficial advisers, as he prioritizes Giuliani-pushed conspiracies and big-picture recommendations from anti-democratic leaders. “Over time you just see a wearing down of the defenses,” a former White House official told the Post, adding that the Orbán-Putin rec is “an example of the president himself under malign influence — being steered by it.” Democrats agree: Speak Nancy Pelosi has said that the president’s actions “ threaten our national security.”

At first blush, this NBC report over the weekend looks like a rehash of a Fox News scoop from ten days earlier. Attorney General William Barr has approved the expansion of the investigation into Operation Crossfire Hurricane by US Attorney John Durham, including into any Department of Justice actions taken in 2017, as John Roberts reported. However, it’s not just Robert Mueller or the DoJ that might be on the hot seat. Barr has given Durham the green light to investigate intelligence-community leaders, including former DNI James Clapper and former CIA director John Brennan:
A review launched by Attorney General William Barr into the origins of the Russia investigation has expanded significantly amid concerns about whether the probe has any legal or factual basis, multiple current and former officials told NBC News.
The prosecutor conducting the review, Connecticut U.S. Attorney John Durham, has expressed his intent to interview a number of current and former intelligence officials involved in examining Russia’s effort to interfere in the 2016 presidential election, including former CIA Director John Brennan and former director of national intelligence James Clapper, Brennan told NBC News.
Barr almost certainly approved this expansion and direction because of what Durham has already found. And what Durham has already found, NBC notes, has intelligence operatives lawyering up:
Durham has also requested to talk to CIA analysts involved in the intelligence assessment of Russia’s activities, prompting some of them to hire lawyers, according to three former CIA officials familiar with the matter. And there is tension between the CIA and the Justice Department over what classified documents Durham can examine, two people familiar with the matter said.
With Barr’s approval, Durham has expanded his staff and the timeframe under scrutiny, according to a law enforcement official directly familiar with the matter. And he is now looking into conduct past Donald Trump’s inauguration in January 2017, a Trump administration official said.
The point about hiring lawyers is especially interesting. The DoJ made sure to note at the beginning that Durham was conducting an internal review, not a criminal investigation, although there was nothing to prevent it from developing into one. The DoJ does not comment on the existence of criminal investigations until they either close one or get an indictment — with a couple of notable James Comey-related exceptions — and they’re not talking now, either. These developments, however, make it look like Durham has turned the corner from review to full-blown criminal investigation. At least that’s the impression that some of the people involved must have.
NBC notes that Durham’s assignment always left that potential path open, a path which was not directly open to Inspector General Michael Horowitz:
In a May 31 interview with CBS News, Barr said Horowitz “doesn’t have the power to compel testimony, he doesn’t have the power really to investigate beyond the current cast of characters at the Department of Justice. His ability to get information from former officials or from other agencies outside the department is very limited.”
Remember, however, that a criminal probe — if that is in fact what Durham is conducting — is not an indictment … at least not yet. One enduring quality of this scandal is that it hasn’t paid off in either direction so far. It found no evidence of collusion by Donald Trump and his team, and up to now hasn’t dug up evidence of a “deep state” plot either, although of course both Durham and Horowitz have yet to publicize their conclusions. Comey and Andrew McCabe got fired, Peter Strzok got bounced too, and the latter two are suing over their terminations.
Still, the interest in Clapper and Brennan seems pretty noteworthy. Durham will need to have his ducks in a row before deposing both men, who have been pretty slippery in public comments on a wide range of issues. Both Democrats and Republicans in the Senate are still angry over Clapper’s flat-out lies in testimony about domestic surveillance, which cost Clapper absolutely nothing in that instance. If either of the two men think Durham will let them get away with that in their “interviews,” however, maybe they’d better lawyer up too.

“Erdogan is playing to an anti-American domestic audience with his nuclear rhetoric, but is highly unlikely to pursue nuclear weapons,” said Jessica C. Varnum, an expert on Turkey at Middlebury’s James Martin Center for Nonproliferation Studies in Monterey, Calif. “There would be huge economic and reputational costs to Turkey, which would hurt the pocketbooks of Erdogan’s voters.”
“For Erdogan,” Ms. Varnum said, “that strikes me as a bridge too far.”
There is another element to this ambiguous atomic mix: The presence of roughly 50 American nuclear weapons, stored on Turkish soil. The United States had never openly acknowledged their existence, until Wednesday, when Mr. Trump did exactly that.
Asked about the safety of those weapons, kept in an American-controlled bunker at Incirlik Air Base, Mr. Trump said, “We’re confident, and we have a great air base there, a very powerful air base.”
But not everyone is so confident, because the air base belongs to the Turkish government. If relations with Turkey deteriorated, the American access to that base is not assured.
Turkey has been a base for American nuclear weapons for more than six decades. Initially, they were intended to deter the Soviet Union, and were famously a negotiating chip in defusing the 1962 Cuban Missile Crisis, when President John F. Kennedy secretly agreed to remove missiles from Turkey in return for Moscow doing the same in Cuba.
But tactical weapons have remained. Over the years, American officials have often expressed nervousness about the weapons, which have little to no strategic use versus Russia now, but have been part of a NATO strategy to keep regional players in check — and keep Turkey from feeling the need for a bomb of its own.

US President Donald Trump's attendance at the opening of a Louis Vuitton workshop in rural Texas may seem like a fairly random agenda item, but the move placed Trump alongside one of his longtime major allies from the fashion world.
The appearance with LVMH CEO Bernard Arnault came 65 kilometres south of Fort Worth in Alvarado, Texas on Thursday to open the luxury brand's Rochambeau Ranch production facility.
Previously, Arnault was a guest at Trump's first state dinner and one of the first CEOs to meet with Trump after his 2017 inauguration.


The name of the ranch seemed particularly significant for the brand and its new neighbours as the site was named after the French general who aided the colonies in the American Revolution in melding French and American culture.
"This workshop will soon employ 500 of the most highly skilled workers anywhere in the world," Trump said. "No one can match the precision and perfection of an American artisan."

Arnault told reporters he was honoured to have the president in attendance but stopped short of calling him a friend, saying only that they had known each other since the 1980s, when the two met in New York around the time when Arnault founded LVMH, or Louis Vuitton Moet-Hennessy, which has grown to include 75 luxury, fashion, and beauty brands including Christian Dior, Givenchy, Dom Pérignon, and Sephora.
Louis Vuitton's Artistic Director of Women's Collections, Nicolas Ghesquière, later pushed back against Trump's appearance alongside the brand's leadership. 
"Standing against any political action," the designer wrote in an Instagram post. "I am a fashion designer refusing this association #trumpisajoke #homophobia." 
Arnault is currently the third-richest person in the world and has caused controversy when he met with Trump shortly after the 2016 election, much to the chagrin of American designers like Marc Jacobs, Tom Ford, and Philip Lim who vowed they wouldn't dress first lady Melania Trump.
The first lady has since worn custom designs from the French house and is seen travelling with multiple pieces of the brand's luggage.

Reports of the meeting pointed to Arnault's possible concerns about the Louis Vuitton flagship, which is situated in Manhattan at Fifth Avenue and 57th Street, just blocks away from Trump Tower and in the midst of heavy security barricades and checkpoints to protect the president-elect, which some retailers say cut business by around 30 per cent.
At the time of the 2016 meeting, Trump praised Arnault, who said he was planning an American expansion of Louis Vuitton, and said he would be involved in "wonderful things in this country, great things," including "jobs, a lot of jobs."
The luxury brand could be the next business to experiment with loose associations with Trump.
Since his emergence as a Republican presidential frontrunner, multiple brands have taken hits for connections to the controversial figure, like New Balance sparking controversy in 2016 for apparently celebrating the Trump-championed demise of the Trans-Pacific Partnership and the calls for boycotts of Equinox and Soul Cycle memberships after the owner of their parent company hosted a Trump fundraiser in the Hamptons.
The opening already sparked controversy despite Trump's popularity in Johnson County, where NPR reports 77.5 per cent of voters backed him in 2016.
Residents protested the workshop by appearing at public meetings to speak out about concerns of low wages for local workers and generous tax breaks for the luxury brand.
However, the Louis Vuitton workshop is a key part of Trump's Pledge to America's Workers, and his generally touted initiative to boost US industry. The leather will be processed in a different facility and won't be made from Texan cattle, but bags will still carry "Made in the USA" labels after leaving the US$50 million facility and will create 1000 jobs.

O'Rourke says Trump's rhetoric is "perhaps inspired by" Nazi Goebbels

Democratic presidential candidate Beto O'Rourke told MSNBC's "PoliticsNation" Sunday there's "so much that is resonant" in the Trump administration of Nazi Germany, suggesting the president may have been inspired by Adolf Hitler's propaganda minister Joseph Goebbels.
"President Trump, perhaps inspired by Goebbels and the propagandists of the Third Reich, seems to employ this tactic that the bigger the lie, the more obscene the injustice, the more dizzying the pace of this bizarre behavior, the less likely we are to be able to do something about it."
The big picture: O'Rourke has previously criticized Trump for his divisive rhetoric and policies, notably calling him a "white supremacist." In April, he said it could be compared to the language "that you might have heard during the Third Reich." Now he's confirmed to MSNBC's Al Sharpton that he believes Trump was perhaps influenced by the Nazis.

Trump Pulling U.S. Out of Nuclear Treaty 'Will Lead to Arms Race,' Says Russia's Defense Minister

Russia's defense minister has said that the "real reason" for the U.S.withdrawal from the Intermediate-Range Nuclear Forces (INF) Treaty was because it wanted to "hold back" Russia and China and redeploy its nuclear arsenal in the Asia-Pacific region.
At a military and security plenary session in Beijing, Sergei Shoigu criticized the move by President Donald Trump to pull the U.S. out of the 1987 treaty, which had banned missiles with a range of up to 3,400 miles.
The U.S. and NATO had long accused Moscow of violating the treaty by deploying a new type of cruise missile, which the Kremlin always denied. The U.S. pulled out of the agreement in August and then tested a missile with a range previously banned under the treaty.
Shoigu told the Beijing Xiangshan Forum on Monday that this showed Washington had planned to exit the treaty for a long time because it felt it was no longer in its interests amid China's growing military and economic power and Russia's expanding military potential.
"We are convinced that the real reason behind Washington's unilateral withdrawal from the INF treaty was to hold back China and Russia," Shoigu said, according to Russia's 1st Channel.
"There are grounds to believe that U.S. strike capabilities previously banned under the INF Treaty are highly likely to be deployed in Asia Pacific and Europe to increase tensions.
"Such a decision will lead to an arms race, to the growth of a potential for conflict, will raise the probability of incidents," he added.
Shoigu said that the U.S. accused Moscow of breaking the terms of the treaty so it could "prepare for its destruction ahead of time."
He said that the U.S. had created unmanned aerial strike vehicles, used intermediate-range ballistic missiles as targets and deployed Mark 41 Vertical Launching System initially developed to launch Tomahawk cruise missiles, according to TASS. "This is further confirmed by the fact that 16 days after the treaty was terminated a land-based cruise missile test was conducted with this missile striking a target further than 500 km away according to US statements," Shoigu added.
Shoigu went on to speak more generally about how "international relations are in a state of degradation," and that there was worsening global security due to "the U.S. refusal to ratify the Comprehensive Nuclear-Test-Ban Treaty and its unilateral withdrawal from the INF Treaty."
Last week, Russian president Vladimir Putin said in an interview that the INF deal "was not worth ruining" and that Moscow and Washington could have found a compromise to stick to the spirit of an agreement to restrain any arms race, and not tie their hands with the treaty.
Putin said a successor to the START Treaty, which expires in 2021, is urgently required.

Shoigu said the security in the Asia-Pacific region could only be guaranteed if the interests of the regional countries were taken into account.
In another apparent swipe at the U.S., Shoigu said Moscow believed that the "artificial expansion of cooperation to include the so-called 'Indo-Pacific region' aimed to create dividing lines."
Czech authorities bust Russian intelligence network in the Czech Republic

Prague, Oct 21 (CTK) – The Security Information Service (BIS) civilian counter-intelligence and the National Organised Crime Centre (NCOZ) last year revealed and busted a network that the FSB Russian intelligence service was operating in the Czech Republic, BIS chief Michal Koudelka said today.
The network was financed from Russia and the Russian embassy in Prague and was to attack targets in Czechia and its foreign partners through a network of servers, Koudelka said at a security conference in the Chamber of Deputies.
“The network was completely broken up and decimated thanks to the NCOZ’s excellent work. The investigation continues. From the territory of the Czech Republic, we prevented this activity, which was part of another chain that Russians used and prepared to use in other European countries,” Koudelka added.
The Federal Security Service of the Russian Federation (FSB) was building such a network in the Czech Republic, Koudelka said.
“It was created by the persons linked to the Russian intelligence services and funded from Russia and the Russian embassy,” he said without elaborating.
The data on the BIS and NCOZ intervention may be included in the BIS annual report for 2018 that the Chamber of Deputies commission supervising the BIS work will deal with on Thursday. The report is usually published by the end of the year.
The Respekt weekly has reported that the operation at the beginning of last year targetted a group of Russian citizens and some other Russians with Czech citizenship. The group was to work with the cover of two private firms in Prague that were selling hardware and software to common customers, but at the same time carrying out hacker attacks, the weekly writes.
Koudelka today called the Russian and Chinese intelligence activities the most important long-term risk for the Czech Republic’s security.
Russian intelligence officers are gaining many valuable pieces of information from everyday conversations with people close to the diplomatic and political circles in the Czech Republic, he added.
Koudelka appreciated that the Czech Republic had expelled three Russian intelligence officers working at the Prague embassy in reaction to last year’s poisoning of former Russian agent Sergei Skripal in London.
The Chinese act differently, often inviting scientists, politicians and others to their country where they are trying to influence them and gain information from them, Koudelka said.
BIS primarily warns of armed forces and police members accepting such invitations to visiting China.

Despite Politics, Vanity Fair Writer Thinks Right Has A Point About Spygate

Vanity Fair writer T.A. Frank is a great example of someone who doesn’t like President Donald Trump but can still see clearly. Frank does not hide his political distaste for Trump. Some of his recent pieces on Vanity Fair’s Hive are “Farewell to John Bolton, the Only Man to Make Trump Look Sane” and “Trump’s Odds of Reelection Keep Getting Worse.” Despite this, Frank’s writings on the Russia investigation demonstrate a healthy skepticism that is lacking in much of mainstream journalism today.
Frank does not buy into the popular conservative narrative nor the left’s Trump-Russia conspiracy theory, but forms his opinions based on his investigating and research. Frank’s recent piece “What George Papadopoulos Taught me About Trump’s Counter-Theory of Collusion” demonstrates this perfectly.

Frank Is Fair to Both Sides in the Russia Investigation

In his most recent article, Frank comes to drastically different conclusions than conservatives might. He readily criticizes Trump for trying to dredge up dirt on Joe Biden and mocks Rudy Giuliani’s quest, but also defends Attorney General William Barr and the president for wanting to get to the bottom of Ukraine’s role in the 2016 election.
Frank explains that in 2016, some Ukrainian officials openly opposed Trump, claiming they would work to keep him from getting elected. Frank writes, “It’s not as crazy as it looks that Trump, in light of Russiagate, wants to figure out what was going on back then.”
While Frank does not buy George Papadopoulos’ claim that there was an international conspiracy working to entrap himself and the Trump campaign, he does admit that there were many “bizarre happenings” surrounding Papadopoulos’ time working for the campaign, that the left is blatantly ignoring lingering questions. Those questions include about the role of Joseph Mifsud, that American intelligence agencies likely abused their power, and that the prosecutors on the Mueller team exercised questionable behavior in regards to Papadopoulos.
In a roundabout way, a way that perhaps liberals might be able to embrace, Frank is arguing for many conservative talking points, not because he shares the right’s agenda, but because he cares more about truth than partisanship. Because of the many unanswered questions regarding the Russia investigation, Frank writes:
To solve such mysteries, then, is why Barr and others are so interested in going to Rome and Australia. And, whether or not you trust Barr and team, there is reasonable cause for them to be taking their actions.

Frank Diverts From Partisan Papadopoulos Narratives

Many of Frank’s questions center on the role Papadopoulos played in jump-starting the Russia investigation. In a detailed and riveting profile on Papadopoulos and his wife, Frank both sympathizes with the young former campaign aid and exposes his inconsistencies.
He is not afraid to give Papadopoulos credit, even when it supports a conservative narrative, but he also does not appreciate the tendency of some on the right to hold Papadopoulos up as a conservative hero. Papadopoulos himself told Frank that he feels more comfortable with someone from the Washington Post than from the Daily Caller.
Frank writes that Papadopoulos gave him access to hundreds of emails he had exchanged with the Trump campaign, many of which, to Frank’s surprise, verified key claims Papadopoulos had made regarding his work on the campaign. Frank also pointed out that the emails contradicted some of Papadopoulos’ claims in his book “Deep State Target.” Frank explains these inconsistencies like this:
I had been through many potential narratives of Papadopoulos, but now a simple one was starting to emerge: that an ambitious young man with a strong desire to impress people had most likely embellished his way into a world of trouble, relaying common rumors (e.g., that the Russians had damaging information about Hillary Clinton) as firsthand information to people like Alexander Downer. If this theory was true, then Papadopoulos’s story wasn’t about how a vital campaign operative fell into traps laid by deep-state conspirators. It was about how, in a time of Trump-Russia hysteria, a minor player could set off global earthquakes because he wanted to look big.
This synopsis of Papadopoulos seems the most likely, but neither the left nor the right have been willing to fully release Papadopoulos from the narrative they’ve laid out for him, whether that be hero or villain.

Frank Investigates How Papadopoulos Was Used

Papadopoulos’ credibility is only part of the story and probably the least important part. What is more intriguing is how he was used by the mainstream media, the left, and intelligence agencies to weave a tale of Trump-Russia collusion that entangled the nation and the Trump administration in a scandal for years.
Frank points out that even the special counsel report doesn’t do Papadopoulos justice. Instead it paints an innocuous email exchange he had with Trump campaign official Sam Clovis as sinister. Frank writes, “This sort of elision, which ran throughout the case against Papadopoulos, gave me an unfavorable impression of the Mueller team.”
Further, Frank argues that a vague statement Papadopoulos made to an Australian diplomat about the rumor that Russians had damaging information on Hillary Clinton was not an “adequate justification for a major FBI investigation of a presidential candidate.” Unlike conservative pundits, Frank does not immediately jump to the conclusion that the Papadopoulos story is merely being used by the intelligence agencies to cover up the FBI’s shameful reliance on the Steele dossier, although he does argue that “we all have a stake in finding out whether U.S. authorities proceeded by the book when they began to investigate the campaign of Donald Trump in 2016” and when the FBI relied on a dossier paid for by the Clinton campaign to spy on a political rival.

Investigating the 2016 Election Is Important

Frank is not against the impeachment inquiry, but he also does not believe Trump’s behavior should be used as an excuse for shutting down investigations into what happened in 2016. He writes:
Trump represents the flouting of rules by one man, but the origins of Russiagate represent the potential flouting of rules by many people. If the FBI and the intelligence community can overstep their bounds in pursuit of a president many of us hate today, they can do so against a president we like tomorrow.
Reading Frank’s piece was refreshing. It made me hopeful that the truth of what went on during the Russia investigation might actually come out and be believed by those not on the right. He demonstrates you don’t have to vote for Trump to believe the real conspiracy was more likely between the intelligence agencies and the Clinton campaign and not Trump and Russia.
When reading Frank, it’s important to see past his swipes at Trump and instead to focus on his underlying arguments, most of which turn out to be well-reasoned and fair. Perhaps Frank is a good model to follow. Although he often writes about the 2020 presidential election, his hopes for its outcome do not seem to color every one of his stories. Frank’s big achievement is striking a sensible middle ground in a time where such territory has often been abandoned by both left and right.

The director of the Federal Bureau of Investigation (FBI) on the Island, Douglas Leff, announced yesterday the implementation of a protocol with the commanders in the areas of greatest criminal incidence through which municipal police will inform that agency when a crime occurs in which The federal forum has jurisdiction.
For its part, the secretary of the Interior, Zoé Laboy, said they will take innovative measures to combat crime, but did not specify which or when they will take effect. Even so, he defended the initiatives already announced, such as lighting the screens of the patrols and increasing the working hours of the police.
Separately, both officials expressed their response to their respective jurisdictions to the explosion of criminal violence that has shaken the country in recent days.
Leff told EL VOCERO that “recently we had a meeting with commissioners of the municipal police of cities where the highest criminal incidence occurs to have a new protocol in which municipal agents, with additional training, will recognize if it is a federal crime when respond to the scene and to ensure that the evidence will be collected so that a federal case can be proven. We will be aware of the incident from the beginning and can respond with more resources. "
He indicated that this protocol began last September. The regions are San Juan, Caguas, Ponce, Carolina, Bayamón and Guaynabo.
He explained that some points of connection were designated in the different zones, in which a person will be in charge of providing the crime information to the FBI.
The person is trained to recognize the elements that give jurisdiction to federal authorities. "That is why ... we will find out from the beginning and can guide them to handle the scene properly so that there is no loss of valuable evidence that will be used for criminal prosecution," he said.
“We are going to welcome other commanders to do the same, but we start with those regions where there is more violence. We have received successful reports at an early stage in this new program, ”said Leff.
They advocate other strategies
"This cannot be allowed," Laboy said of the crime. “In addition to taking short-term measures, such as screens and the 12-hour shift, other measures must be taken out of the box. We cannot continue to do the same if we want different results and we will be working on those different measures, on those initiatives that we have not used in Puerto Rico before. ”

The Secretary of Public Security, Elmer Román, was categorical in stating that there is no relationship between one case and the other.
That “happened inside an apartment that is in an urbanization. It is not related to what happened in Ramos Antonini. What we have in Ramos Antonini is that we are working to calm the situation and give an opportunity for social organizations to do their part to help those neighbors who have gone through this event, ”said Roman, although the bodies of the double crime last night were found in the street.

SAN JUAN, P.R. — The terrifying storm of gunfire broke out in the dark on Monday, piercing the early evening calm at a public housing complex near the University of Puerto Rico with hundreds of loud shots. Women screamed and dogs barked. After it was over, five people lay dead. A sixth person who was injured later died.
The shootout, its piercing sound captured on videos that were widely shared on social media, unnerved people in San Juan, the Puerto Rican capital, where the authorities have faced a rash of drug crime and other violence. The mass shooting on Monday, a holiday, came a day after two men were gunned down in broad daylight on the side of a busy highway in front of another public housing complex in what the police suspect was a drug-related double murder.
Gov. Wanda Vázquez held an urgent meeting of public safety administrators on Tuesday to review the violence over the long weekend and address broader concerns about the island’s stubbornly high crime rate, much of it attributed to gang violence.
Elmer Román, the public safety secretary, said after the meeting that police presence would be stepped up at public housing complexes. Officers will be working 12-hour shifts so more of them can be on duty.
“We know we can’t keep doing more of the same,” Mr. Román said. “This has to end now.”
But he offered few details of what law enforcement would start doing differently and acknowledged that a shortage of police officers has not helped.
“I don’t want to offer excuses,” Mr. Román said. “These crimes, these sort of ambushes, are difficult to prevent in many circumstances, because I can’t have a cop on every corner.”
On Tuesday morning, more than 12 hours after the shooting at the Ernesto Ramos Antonini housing complex in the Río Piedras neighborhood, the bodies of five of the people killed — four men and one woman — remained covered on the ground outside as the police gathered evidence on the scene. The bodies were removed by early afternoon.
The police had recovered more than 1,000 bullet casings of different calibers, including long guns, suggesting links to the illegal drug trade, Lt. José Cruz, director of the San Juan Criminal Investigations Bureau’s homicide division, told El Nuevo Día, Puerto Rico’s largest daily newspaper.
Dennise Longo, the justice secretary, said she assigned three prosecutors to the site because there was so much evidence to process. She urged people with information about the shooting to cooperate with law enforcement.
Neighbors stayed indoors much of the day. Some of them said they were too scared to send their children to school, so they kept them home.
“I’m still overcome — it was horrible,” said Carmen M. Rivera Wilson, a 61-year-old retiree who has lived in the complex since she was 7. “Many massacres have happened here, but never like this. Five people? Never.”
When the gunfire began, Ms. Rivera said she hit the floor and hugged her dogs.
Her sister-in-law, Bilda Ortíz, 70, dropped by on Tuesday to see how Ms. Rivera was holding up. Ms. Ortíz used to live in the same complex and said she had fond memories of the place. But, she added, Monday’s shooting “was like Iraq or Syria.”
Henry Escalera, the police commissioner, said the shooting began shortly after 6:30 p.m. when a group of assailants arrived at the complex carrying long guns. The gunmen killed three men at a plaza in front of one building and another man and a woman some distance away.
The plaza had, at least at one point, been a local spot to buy drugs, according to Lieutenant Cruz, though the police have not yet determined whether the shooting was drug-related. One video showed several people wearing dark clothes shooting, muzzle flashes everywhere, and driving away in a pair of white cars.
Law enforcement officials identified the victims as Emmanuel Enrique Báez Padilla, 43; Jordan Junior Castillo Cordero, 25; Ángel Henríquez Agosto, 21; Kathia Matos Sandoval, 26; Alexis Antonio Padilla Rodríguez, 21; and Ermes Omar Sanjurjo, 25. Mr. Padilla Rodríguez died on Tuesday at a hospital. Mr. Henríquez Agosto had an outstanding federal warrant in connection with a morning shooting on Jan. 6 in which a man was killed in front of a nightclub in Isla Verde, near the San Juan airport.
On Sunday, Juan A. La Luz Pizarro, 50, and Carlos D. Pérez Rosado, 52, were killed next to the Rafael Martínez Nadal highway in Guaynabo, west of San Juan. A chilling video of the shooting showed a man firing into a white S.U.V., which then rolled back after its occupants had apparently been incapacitated. The gunman and at least one other man then fled in a white car. Both victims had criminal records, the local news media reported: Mr. Pérez Rosado on drug charges, and Mr. La Luz Pizarro on weapons charges.
In June, three people were beaten to death in the municipality of Cayey, and three people were killed and six injured in a shooting in the municipality of Ciales. Last month, one person died and four were injured in a lengthy shootout in the Puerta de Tierra neighborhood near Old San Juan.
Commissioner Escalera said the murder rate on the island remains lower than it was in 2018. Earlier this year, Douglas Leff, the special agent in charge of the Federal Bureau of Investigation in San Juan, warned of a “crisis of violence” and asked for additional resources for Puerto Rico.

SAN JUAN — The U.S. Department of Energy approved funding for initial work on a feasibility study into whether advanced nuclear reactors could be a solution to the island’s power problems.
The project team, led by the nonprofit Nuclear Alternative Project (NAP) from the Idaho National Laboratory and composed primarily of lawyers and consultants, has been slated to receive $820,000 toward the first phase of the study—less than what the group requested, but sufficient to work with, Jesabel Rivera, the nonprofit’s community impact and engagement consultant told the Morning Consult, a firm that conducts survey research for media such as the New York Times, Bloomberg and Politico.
The NAP team will begin exploring the market conditions for nuclear power and gauge public sentiment toward nuclear technologies on the island, and has a little over two and a half months to complete work on the first of two anticipated study phases.
“This was supposed to be a nine-month project, and we thought that we were already tight,” Rivera said about having to deliver a final report to DOE by Dec. 18, according to a milestone table from the Idaho National Laboratory.
Nuclear advocates argue that the safety and security features and miniaturization of small modular reactors or microreactors could benefit the island, including its military installations.
“It’s our intent to showcase our advanced nuclear as an alternative energy option for Puerto Rico,” Donald Hoffman told Morning Consult. He is on the project team and is president and chief executive of Excel Services Corp. Last year, he co-led a delegation with NAP of nuclear executives to meet with Puerto Rican officials and others. Excel, he said, has performed this kind of feasibility assessment for 14 countries.
In addition to assessing Puerto Rico’s energy and resilience needs, NAP and the rest of the project participants will study potential local applications of small modular reactors and microreactors, the island’s legal and regulatory background and how such a project would be financed.
The first phase of the study will inform the final piece of the study next year, which Rivera said would explore further specifics related to site characteristics and the management and logistics of a nuclear project on the island.
Advanced nuclear reactors could be a long-term solution to meet Puerto Rico’s needs as an island, which poses unique issues of suitability, durability and grid size, said Paul Murphy, managing director of Murphy Energy & Infrastructure Consulting LLC, who is part of the project team and sits on NAP’s advisory board.
“Windmills and solar panels don’t do well in hurricanes,” Murphy said. “Nuclear plants actually do.” For a territory with a vital tourism sector, blanketing the island with wind and solar is untenable, he said, adding that nuclear energy could help reduce Puerto Rico’s dependence on fossil fuels.
The Energy Department’s Office of Nuclear Energy has made clear its support for the eventual deployment of U.S. small modular reactors or microreactors in the coming years. Energy Secretary Rick Perry in September 2017 floated the possible benefits of having small modular reactors to transport to a place like Puerto Rico.
The study is also intended to respond to a partial report from Puerto Rico’s House Government Commission on a House resolution related to exploring whether the island needs nuclear power.
Morning Consult also said that, according to the feasibility study project proposal, the Puerto Rico Electric Power Authority has told lawmakers it would prefer the island not become a testing ground, while the Puerto Rico Energy Bureau also raised concerns over nuclear waste.
