Intelligence officials who brief the president have warned him about Chinese espionage in bottom-line business terms. They have used Black Sea shipping figures to demonstrate the effect of Russia’s aggression in Ukraine. And they have filled the daily threat briefing with charts and graphs of economic data.
In an effort to accommodate President Trump, who has attacked them publicly as “naïve” and in need of going “back to school,” the nation’s intelligence agencies have revamped their presentations to focus on subjects their No. 1 customer wants to hear about — economics and trade.
Intelligence officers, steeped in how Mr. Trump views the world, now work to answer his repeated question: Who is winning? What the president wants to know, according to former officials, is what country is making more money or gaining a financial advantage.
While the professionals do not criticize Mr. Trump’s focus, they do question whether those interests are crowding out intelligence on threats like terrorism and the maneuvers of traditional adversaries, developments with foreign militaries or geopolitical events with international implications.
“If Trump tailors it to his needs, that is fine and his prerogative,” Douglas H. Wise, a career C.I.A. official and a former top deputy at the Defense Intelligence Agency, said of the daily briefing. “However, if he suppresses intelligence through that tailoring, that is not helpful. He is no longer making informed decisions because he is making decisions based on information he could have had but didn’t have.”
Presidents have long shaped their intelligence briefings based on their interests and the issues of the moment — be it a Cold War with the Soviet Union or Al Qaeda and terrorism. Other presidents have also told intelligence agencies to focus more on economics. After his election, President Bill Clinton told his briefers that he wanted more economic information. And during the recession caused by the 2008 financial crisis, President Barack Obama had an economic intelligence briefing created to supplement the daily intelligence briefing.
Mr. Trump, finding traditional intelligence briefings less helpful than his predecessors, reduced the in-person briefings to about twice a week. Those sessions from Dan Coats, the director of national intelligence, and Gina Haspel, the C.I.A. director, now feature far more charts and visual aids to appeal to Mr. Trump, according to a senior intelligence official.
“President Trump’s economic focus has been evident, including his emphasis on increasing NATO allies’ burden sharing and pressing allies and partners to do more in support of our common interests,” said Garrett Marquis, a spokesman for the National Security Council.
The written reports are still delivered daily to John R. Bolton, the national security adviser, who conveys the highlights to Mr. Trump on days when the intelligence chiefs are not at the Oval Office, according to a former official.
The regular briefings have been a cornerstone of how intelligence officers inform the president since the days of President Harry S. Truman. President Obama and President George W. Bush also received such briefings daily.
For 73 years, geopolitical trends, warnings and high-level gossip have been delivered to the White House regularly by the C.I.A. and other intelligence agencies in the form of what is today known as the President’s Daily Brief, or P.D.B. Once a thick binder of reports, the P.D.B. is now presented on a secure tablet computer and produced six days a week by officials at the C.I.A. and other intelligence agencies.
On any given day, the briefers would describe terrorist threats in the Middle East, worry about the North Korean nuclear program or get the results of covert missions around the world.
Some of what bores Mr. Trump in traditional intelligence briefings, according to former officials, are the detailed analyses of the activities and motivations of secondary foreign officials. The president wants information about the leader of various countries, not the underlings.
But the president has also shown less interest in details about potential terrorist plots or cloak-and-dagger spy work — the kind of secret information that excites most officials. In his view, too little traditional intelligence analysis examines economics and trade as a fundamental driver of international conflict. “Economic security at home goes hand in hand with national security abroad,” said Larry Kudlow, the director of the National Economic Council.
So in security briefings, Mr. Trump peppers officials with questions about economic competition with China, including Beijing’s efforts to gain technological superiority and to achieve trade advantages over the United States.
He has also shown a fascination with Angela Merkel, the German chancellor, repeatedly asking why she will not cut a deal with him on military spending despite his advisers’ explanation that the German government’s coalition agreement constrains Ms. Merkel’s ability to increase defense funding. And he has pressed his intelligence briefers on why Berlin is allowing the Nord Stream 2 gas pipeline to Russia to go forward if Germany is truly worried about Moscow’s aggression.
Mr. Trump has also repeatedly spoken to intelligence and military briefers about the cost of American bases overseas and the defense expenditures of allies in Europe and Asia, according to White House officials.
The president’s push also has national security officials thinking about the economic angles of international flash points. When Russia seized Ukranian sailors and ships in the Sea of Azov, officials in Washington began studying the implications to shipping. White House officials argued that the Europeans would have the most leverage given their dominance of the industry. But they also argued that by raising the costs of shipping, the Russians were “shooting themselves in the foot,” a senior administration official said.
Intelligence officials have always adapted their briefings to the needs and interests of the current president. But they have never faced a challenge like Mr. Trump, who by virtue of his background and experience, views the intelligence agencies with deep skepticism.
The president has publicly clashed with intelligence briefers over their assessments of the nuclear programs of Iran and North Korea. He has also privately complained after national security briefings that, “My generals don’t understand business,” according to a former administration official.
Senator Angus King, the Maine independent who sits on the Senate Intelligence Committee, said Mr. Trump’s criticism of his briefers could inflict real damage. It threatens to intimidate agencies into softening their analysis or not delivering information that the president needs to hear, he said.
“The problem,” Mr. King said, “is the message sent to agencies: ‘Don’t tell me information I don’t want to hear.’”
Mr. Trump’s skepticism of traditional intelligence stretches back to his untraditional path to the presidency, his campaign and his early days in the White House.
Two weeks before Mr. Trump took office, the top intelligence chiefs — including the heads of the F.B.I., the C.I.A. and the N.S.A. — briefed Mr. Trump and his team at Trump Tower on the agencies’ findings that Russia was behind the election meddling. The issue was a touchy matter; Mr. Trump saw any evidence that Russia helped get him elected as an attack on his legitimacy. After the briefing, the F.B.I. director at the time, James B. Comey, pulled Mr. Trump aside.
Mr. Comey told the president that the bureau was given a dossier that showed the Russians may have compromising information on him. The disclosure unnerved Mr. Trump and deepened his suspicions of the intelligence community.
Some former officials say Mr. Trump’s view of the competence of the intelligence agencies has improved, largely because of the work of Ms. Haspel and her predecessor at the C.I.A., Mike Pompeo, now the secretary of state.
But as Mr. Trump’s recent criticism of the intelligence chiefs on Twitter demonstrated, he is still frustrated. That is partially because many of his world views are strongly held. He has shown little willingness, over the long term, to alter those opinions.
The tension with the intelligence agencies is also a reflection of Mr. Trump’s status as the ultimate outsider convinced that the Washington establishment’s way of doing business is broken and flawed.
“He really doesn’t have a lot of respect for the intellectual, professional class,” said Walter Russell Mead, a fellow at the Hudson Institute. “Intelligence agencies are bureaucracies, so what the president is getting is this kind of curated feed. The agencies attach a high value on how they do these things. But that is not Trump.”
While other presidents have frequently disagreed privately with their intelligence briefers, they did not challenge them publicly, said Michael Morell, a former top C.I.A. official who has briefed Presidents Clinton, Bush and Obama.
“Bush would say, ‘Michael, I don’t agree with what you are saying,’ then we would have a back and forth and we would discuss it,” said Mr. Morell, who now hosts the “Intelligence Matters” podcast. “Obama would say the same thing. But that discussion was substantive. It wasn’t based on whether something is consistent with your worldview or the policy line you have taken.”
James R. Clapper Jr., President Obama’s director of national intelligence, conducted twice weekly briefings for Mr. Obama, leaving the remaining daily sessions to others. Mr. Obama was a faithful reader of the P.D.B., so the briefings with intelligence officers did not cover the written material but instead offered supplementary material and updates.
Mr. Clapper said that when Mr. Trump became the Republican nominee and began receiving intelligence briefings, it was apparent that “a very different approach” would be needed because Mr. Trump was not a reader.
“So the briefers quickly adjusted to verbal presentations, stressing big points and wherever possible, graphics,” Mr. Clapper said. “That’s not a negative comment since all presidents have their own style of absorbing information.”
Some former administration officials said Mr. Trump’s focus on asking economic questions was just a different form of what his predecessors had done.
“It is not the president’s job to adapt to the P.D.B.,” said David Priess, a former C.I.A. officer and briefer who wrote “The President’s Book of Secrets.” “It is the job of intelligence officers to adapt the P.D.B. to the president.”

Adam Schiff on "Face the Nation": House Intelligence Committee focusing on Moscow Trump Tower deal, potential money laundering

Democratic Rep. Adam Schiff of California said the House Intelligence Committee is investigating President Trump's pursuit of a Trump Tower in Moscow and potential money laundering by the Trump Organization on behalf of Russia.
"The Moscow Trump Tower deal, for example, is among the most disturbing, because that's something the president was pursuing throughout the midst of the presidential campaign," Schiff, the committee's chairman, said on "Face the Nation" Sunday. "We are certainly looking deep into this set of issues around Moscow at Trump Tower. We're also looking at persistent allegations that the Russians have been laundering money through the Trump Organization. I don't know that that's true. But if it is, again, it's a profound compromise of this president."
On Saturday, Mr. Trump balked at the committee's broadening of its investigation into his finances, calling the investigation "the collusion delusion" during a speech at the annual Conservative Political Action Conference.
Schiff told "Face the Nation" it would be "perilous" to ignore the president's financial interests or allow him to draw "red lines" around portions of the investigation, and pointed to the Trump Tower Moscow project as potentially "compromising."
"While saying he was having no business dealings with the Russians, that was a deal that stood to make him more money than any other deal in his life," Schiff said. "And it was a deal where he was pursuing help from the Kremlin from Putin himself at a time when Putin was seeking relief from sanctions and that is the most compromising circumstance so that I can imagine."
Asked if he has "direct evidence" of collusion between the Trump campaign and Russia, Schiff pointed to emails setting up the infamous 2016 Trump Tower meeting between campaign officials and a Russian lawyer, arguing there is "abundant evidence of collusion." But Schiff said he will wait for the conclusion of special counsel Robert Mueller's investigation before determining whether he would support impeachment proceedings.
Michael Cohen, the president's former attorney, testified before the House Oversight Committee on Wednesday the president "knew of and directed the Trump Moscow negotiations throughout the campaign and lied about it."
"He lied about it because he never expected to win the election. He also lied about it because he stood to make hundreds of millions of dollars on the Moscow real estate project. And so I lied about it, too, because Mr. Trump had made clear to me, through his personal statements to me that we both knew were false and through his lies to the country, that he wanted me to lie," Cohen testified.
Cohen told a Senate panel in 2017 that the plan to develop a tower in Moscow was dropped by the end of January 2016, when in fact the discussions went on for several more months. Cohen pleaded guilty to making false statements to Congress, among other charges, and was sentenced to three years in federal prison.
Schiff said the House would also be looking at "persistent" allegations that Russians laundered money through the Trump Organization. In order to get to the bottom of those claims, Schiff said his committee panel will talk to some of the banks that did business with Mr. Trump, including Deutsche Bank, which he says has had a "history of laundering Russian money."
"But we also will want to speak with the the accountants, the chief financial officers for the Trump Organization and others who would have information about the Moscow Trump Tower deal about the issue of money laundering. In fact, we're bringing you Felix Sater in to talk about Moscow Trump Tower in a couple of weeks," Schiff said. "So there are any number of witnesses that can shed light on whether America's national security is compromised because the president has been pursuing financial interests with the Russians."

The following is a transcript of the interview with Democratic Rep. Adam Schiff of California, chairman of the House Intelligence Committee, that aired Sunday, March 3, 2019, on "Face the Nation."

MARGARET BRENNAN: We go now to the top Democrat on the House Intelligence Committee, Adam Schiff. He joins us from Boynton Beach, Florida, this morning. Good morning to you congressman. The president personally--
REPRESENTATIVE ADAM SCHIFF: Good morning.
MARGARET BRENNAN: -- attacked you yesterday at a conservative political action summit and he balked at specifically the broadening of the investigation into his finances. Can you clarify exactly what Democrats are looking for here? Is it his tax returns?
REP. SCHIFF: Well I'm not surprised the president has balked at Congress looking into his personal business, something he's tried to draw a red line around. But we have seen from our own investigation, as well as the special counsel's, just how perilous it would be for the country if we ignored or allowed him to draw red lines. The Moscow Trump Tower deal, for example, is among the most disturbing because that's something the president was pursuing throughout the midst of the presidential campaign, while saying he was having no business dealings with the Russians. That was a deal that stood to make him more money than any other deal in his life. And it was a deal where he was pursuing help from the Kremlin-- from Putin himself-- at a time when Putin was seeking relief from sanctions and that is the most compromising circumstance that I can imagine. So we are certainly looking deep into the set of issues around Moscow Trump Tower. We're also looking at persistent allegations that the Russians have been laundering money through the Trump Organization. I don't know that that's true. MARGARET BRENNAN: You said you don't know that that's true. Who can answer that question for you? Who do you need to talk to?
REP. SCHIFF: Well, we'll need to talk to some of the banks that have been doing business with Mr. Trump. But like Deutsche Bank which has had a history of laundering Russian money, it was a- a bank, one of the very few if only that would do business with Mr. Trump after American banks refused. But we also will want to speak with the- the accountants, the chief financial officers for the Trump Organization and others who would have information about the Moscow Trump Tower deal, about the issue of money laundering. In fact, we're bringing Felix Sater in to talk about Moscow Trump Tower in a couple weeks. So there are any number of witnesses that can shed light on whether America's national security is compromised because the president has been pursuing financial interests with the Russians.
MARGARET BRENNAN: Well Michael Cohen I know will be testifying again for your committee this week. What kind of corroborating materials do you expect him to bring to that meeting?
REP. SCHIFF: Well Mr. Cohen testified in open session, and I can't go into our closed session interview, but about his false testimony before our committee previously and how that written statement had gone through different drafts or iterations. He testified in open session that others have reviewed that testimony and we have obviously a deep and compelling interest in whether others were knowing of those false statements that he would make to Congress, whether there are any other acts or evidence of obstruction of justice which is also a core part of our investigation.
MARGARET BRENNAN: Cohen said though in that open testimony, he had no direct evidence of collusion with Russia. The Senate Intel chairman also said at this point no evidence of collusion at this point. Have you seen-- do you have direct evidence of collusion with Russia?
REP. SCHIFF: Well I think there is direct evidence in the e-mails from the Russians through their intermediary offering dirt on Hillary Clinton as part of what is described in writing as the Russian government effort to help elect Donald Trump. They offer that dirt. There is an acceptance of that offer in writing from the president's son Don Jr. and there is overt acts in furtherance of that. That is the meeting at Trump Tower and all the lies to cover up that meeting at the Trump Tower and apparently lies that the president participated in. That to me is direct evidence but there's also abundant circumstantial evidence. There is for example evidence of Manafort sharing internal polling data with someone linked to the Russian intelligence services.
MARGARET BRENNAN: But--
REP. SCHIFF: Why do that? What legitimate purpose is there for things like that? Michael Cohen's own testimony was circumstantial evidence that the president was dealing with Roger Stone who is dealing with WikiLeaks and effort to--
MARGARET BRENNAN: But none of this--
REP. SCHIFF: Find out about--
MARGARET BRENNAN: Amounts to--
REP. SCHIFF: Releases of information.
MARGARET BRENNAN: Impeachment grounds for you still. I mean these are serious allegations.
REP. SCHIFF: Well I mean here's the thing and I've made this- I made this distinction all along and that is while there is abundant evidence of collusion, the issue from a criminal point of view is whether there is proof beyond a reasonable doubt of a criminal conspiracy. And that is something that we will have to await Bob Mueller's report and the underlying evidence to determine. We will also have to look at the whole body of improper and criminal actions by the president including those campaign finance crimes to determine whether they rise to the level of removal from office. I have said that I think we should await the evidence from Bob Mueller as well as our own work. And I'm pleased to see that Mr. Nunez who and I- he and I have profound disagreements about many things are in agreement on one thing the report and the evidence needs to be provided to Congress. I think that also needs to be made public.
MARGARET BRENNAN: Kevin McCarthy the Republican leader has called for your recusal saying that because you had contact with Michael Cohen that- that you should not be directly involved in these investigations any longer and that you set that standard. How do you respond to that?
REP. SCHIFF: Well, it- it's pretty frivolous. What McCarthy is upset about is that I invited Michael Cohen to testify and that he accepted, and our staff sat down and interviewed him before his testimony. That's what you do in any credible investigation. Bob Mueller's team sat down with--
MARGARET BRENNAN: Was that the extent of your contact?
REP. SCHIFF: --Michael Cohen seven times. The extent of my contact was just inviting him to testify and also trying to lay his concerns about the presence of threats against him and his family, but our staff certainly sat down to interview him and that's what you do in any credible investigation. Mr. McCarthy, I think, can be forgiven for not knowing how to run a credible investigation for the last two years. They did none. But one thing that I think is really unforgivable and that's the degree to which Mr. McCarthy and others have prostrate themselves before this president, and not just in the Russia investigation but even more significantly now with this emergency declaration, which is a- an attack on the Congress's power of the purse. And for Kevin McCarthy, as the Republican leader, to go along with that, to so debase himself before this president at the cost of our institution--
MARGARET BRENNAN: Yeah.
REP. SCHIFF: --I think, is unforgivable.

MARGARET BRENNAN: When we finished our interview with Chairman Schiff, he asked to turn the cameras back on to comment on what Ambassador Bolton said about the North Korea summit.
Congressman, what was your impression of how the national security adviser described what happened in Hanoi?
REP. SCHIFF: Well I was struck by one thing in particular and that is when you asked him whether the president had given up anything by going to this summit and walking away empty handed and his answer was that the president didn't believe so. And you asked him, well do you believe so and he said well what the president believes is all that matters. He couldn't even agree with his own president but course- of course the president did give up a great deal by going to that summit, by enhancing Kim Jong Un's prestige on the world stage, by giving up those military exercises in the last summit and getting nothing for it. And this is, I think, the result of a president who is not prepared for these kind of negotiations, a staff that is not well-prepared, and that is essentially flying by the seat of its pants and it has real world consequences. Those reactors continue to spin on, as you point out, producing more material that can threaten us and our allies. And I think that this was a spectacular failure but made all- all the worse by the president's obsequious comments when it came to the murder of an American citizen, Otto Warmbier.

M.N.: This is a very important story. It confirms my impressions, formed earlier, that the Orthodox Judaism in general, and its various offshoots , such as "Chabad Lubavitch" and other "Hasidic movements", just like the State of Israel itself (God bless it), are nothing less and nothing more than the creations of the Abwehr and the New Abwehr (after WW2), which themselves were and are predominantly half or part Jewish, especially in their "top heavy" leadership circles, including Canaris himself and most of his commanding officers, as exemplified by this particular one described in this article

It was a historically formed and a historically determined circumstance: the ethnically German junkers looked down upon the Intelligence work which, as they felt, was not compatible with their ideal of the "honest military service", and they gladly or by necessity gave this area to the Jews and part Jews to manage. Another half of this formula might have been in the objective military observations that the smart, creative, ambitious, and quite German-wise patriotic Jews were simply much better and more efficient in this area, and they accepted and practiced this observation as the rule of their science and arts of wars and espionage. 


For the half and part Jewish Abwehr officers this "half and half" became their ideal and their elaborate "philosophy": the fusion of the Germanic and the Hebrew Spirits and their best embodiment and representations (in the high Abwehr officers, of course). 


It also included the criteria for the personnel selection; most of the Abwehr high officers do LOOK half or part Jewish


This point is very important for the understanding of the Abwehr's and the New Abwehr's psychology, outlook, and the nature, the character, and the distinguishing, the "diagnostic" features of their operations


The New Abwehr apparently, influences and manipulates the Orthodox Judaic movements, especially their pet project, the "Chabad Lubavitch" and other "Hasidic movements" quite heavily and almost absolutely invisibly, masking and advertising their "Putin connection" as the quite efficient, convenient, and convincing cover. 


These issues need the sophisticated and in-depth research. 


With regard to Trump Investigations, this assumption, or the working hypothesis, as described above, has the direct bearing and is a factor in understanding the Sphinx The Regent Jared Kushner, his family, their origins, and the origins of their wealth


The so called "Bielski Partisans" absolutely could not exist, function, and survive (quite nicely, with the trainloads of the robbed Nazi Gold and jewelry, which they later invested in the US real estate and other successful business ventures-rackets) without the overt or tacit approval and consent from the Abwehr which controlled everything on the occupied territories


The Kushner Crime Family was the tool: kapos and the enforcers for the Abwehr. They became their money launderes and money managers after the WW2, when Abwehr moved them to the US


The Trump Crime Family was the long term Abwehr assets, starting from Frederich Trump, Donald's grandfather, who run the bordellos for them, and including Fred Trump, Donald's father who built the "economy" housing for the newly arrived Abwehr agents, mixed into the mass of the legitimate refugees, and who also became the money launderer and the money manager for the Abwehr and the New Abwehr


Recently they (the New Abwehr planners) decided to merge these two families into a singleTrump-Kushner Crime Family, in what was clearly the arranged marriage between Jared and Ivanka, in preparation and as the first step towards Operation Trump
It was helped, as the apparent second step in this arrangement, by Wendi Deng the "Chinese spy", as alleged and circulated by Rupert Murdoch, her husband at the time. Both of them, just as, hypothetically, the FOX News Corporation were (and are?) heavily influenced by the New Abwehr. For Murdoch this proclivity apparently also runs in a family.  This is the apparent pattern of this prudent way of family recruitment; universally, and for the Abwehr in particular. 

This aspect is also important for the understanding of the role that Felix Sater and his "Chabad" sect played in the "Trump - Russia Affair". 


This thesis about the connection between the Orthodox Judaism and Abwehr is also consistent with the "Abwehr Diagnostic Triad" which was formulated by me earlier, as consisting of: 

  1) Judeophobia (as the psychological product of these described above circumstances: the Abwehr half Jews were the GOOD (half) JEWS, all the rest were "very bad, sick, and contaminating" Jews), 

2) Homophobia (the so called "Internalized Homophobia", stemming from the personal aspects of the Abwehr leadership and reflecting the general, very permissive attitude towards homosexuality among the German military circles before and especially in the aftermath of the WW1), and 


3) the specific Austrophobia or the so called Anti-Austrian sentiment (distrust and hate of all things Austrian), which stems from the Austro - Prussian War of 1866 and from the Austria–Prussia rivalry.


In the "Trump Affair", the Austrophobia aspect is expressed by the New Abwehr planners in the concept of the "decadent and dishonest, not to be trusted", part Jewish, Hapsburg Group, and this circumstance can be viewed as the particularly "telling", or highly suggestive and indicative, "pathognomonic", of the Abwehr operations.
