Mr. Mueller's decision not to testify any further, including in Congress, is deeply disappointing and unsatisfactory, from many various points of view. Mueller is the Man Of The System, and he is the part of the System, including the Department Of Justice.
In this circumstances the only options the Congress has, are:
1. To subpoena Mr. Mueller.
2. To review and revise if needed the DOJ regulations regarding indictments and criminal prosecutions of sitting Presidents.
3. To start its own, bipartisan, comprehensive investigation, with the broader mandate to examine all significant foreign and/or other hostile interference in US Elections in historical perspective, after WW2, including the hypothetical roles of Abwehr and the New Abwehr.
4. To build on the various directions and branches of the Mueller Investigation, in its criminal and Counterintelligence aspects, to continue them, and to bring them to satifactory, substantive conclusions, if it possible.
5. To initiate the Impeachment process and proceedings.
