Congress Demands Investigation Into Obama Admin Meddling in Foreign Elections

Former President Barack Obama / Getty Images BY: Adam Kredo A group of leading senators is calling on newly installed Secretary of State Rex Tillerson to immediately launch an investigation into efforts by the Obama administration to sway foreign elections by sending taxpayer funds to "extreme and sometimes violent political activists" that promote leftist causes, according to a copy of the letter. The lawmakers disclosed multiple conversations with foreign diplomats who outlined active political meddling by the Obama administration's State Department, including the use of taxpayer funds to support leftist causes in Macedonia, Albania, Latin America, and Africa. A portion of this State Department funding appears to have gone to organizations supported by the controversial liberal billionaire George Soros, according to the letter, which was authored by Republican Sens. Mike Lee (Utah), Jim Inhofe (Okla.), Thom Tillis (N.C.), Ted Cruz (Texas), David Perdue (Ga.), and Bill Cassidy (La.). The senators are asking Tillerson to launch a full-scale investigation into these funding efforts in order to determine how exactly the Obama administration sought to promote left-leaning causes and political parties across the globe. The latest disclosures of this activity mirror efforts by the Obama administration to send taxpayer funds to Israeli organizations that opposed Prime Minister Benjamin Netanyahu in the country's last election. Political leaders from a range of nations spent months informing the lawmakers about these activities. "Over the past few months, elected officials and political leaders of foreign nations have been coming to me with disappointing news and reports of U.S. activity in their respective countries," Lee said in a statement. "This includes reports of diplomats playing political favorites, USAID funds supporting extreme and sometimes violent political activists, and the U.S. government working to marginalize the moderates and conservatives in leadership roles." "This sort of political favoritism from our missions around the world is unacceptable and endangers our bilateral relationships," he said. The senators are seeking an investigation that would review "all funds associated with promoting democracy and governance and review the programs, accounts, and multiplicity of U.S. entities involved in such activities." Such an investigation could shed light on the distribution of taxpayer funds to organizations and causes meant to instigate left-leaning political change abroad. The letter insists that Tillerson should "review how all our tax dollars are being utilized in order to halt activities that are fomenting political unrest, disrespecting national sovereignty and civil society, and ultimately undermine our attempts to build beneficial international relationships." The lawmakers outline specific evidence of political meddling. "We have received credible reports that, over the past few years, the U.S. Mission there has actively intervened in the party politics of Macedonia, as well as in the shaping of its media environment and civil society, often favoring left-leaning political groups over others," they wrote. This activity was pushed by USAID and groups associated with Soros' Open Society Foundations, according to the lawmakers. The organizations are said to have pushed a "progressive agenda" meant to "invigorate the political left" using taxpayer funds, according the letter. "Respected leaders from Albania have made similar claims of U.S. diplomats and Soros-backed organizations pushing for certain political outcomes in their country," the lawmakers wrote. "Time and again, foreign leaders visiting Washington have expressed concerns to us about how American taxpayer funds are being used counterproductively in their respective countries," the lawmakers disclosed, referring to efforts undertaken in Latin America and Africa. This type of interference in foreign countries must stop immediately, the lawmakers said.

There are many ways that nations have accomplished regime change abroad, and electoral intervention is only one of those methods. Theoretical and empirical research on the effect of foreign electoral intervention had been characterized as weak overall as late as 2011; however, since then a number of such studies have been conducted.[1] One study indicated that the country intervening in most foreign elections is the United States with 81 interventions, followed by Russia (including the former Soviet Union) with 36 interventions from 1946 to 2000 - an average of once in every nine competitive elections.[2][3][4][5]

(REUTERS/Gleb Garanich) Western democracies are under threat from outside meddling, and Ukraine is the testing ground for this interference. Russian President Vladimir Putin’s persistent efforts to influence the domestic politics of his neighbors and countries well beyond Russia’s borders have posed enormous challenges in Europe and across the Atlantic. From the fabricated “Lisa” case in Germany and the “loan” for Marine Le Pen in France, to the Russian security service hacks in the United States and the support for Catalan independence in Spain, Moscow has used a variety of means to prop up candidates and to weaken Western governments. The Russian Federation first tested many of these strategies and techniques in Ukraine.  More than any other country, Ukraine has been the unwanted recipient of Moscow’s attention, particularly during the past five years. The Kremlin has sought to place a pliable client in command in Kyiv and block Ukraine’s Euro-Atlantic aspirations, including by pressuring the previous Ukrainian leadership against signing. It has done so through its insistence that Ukraine walk away from the Deep and Comprehensive Free Trade Agreement with the European Union (EU). Putin interfered in Ukraine’s last elections in 2014, seized and illegally annexed Crimea by military action in 2014, and then launched a military campaign to stir destabilization in the Donbas.  Ukraine’s Presidential elections in 2019 and the subsequent parliamentary elections are crucial not only for Ukraine but also the West. Protecting Ukraine’s democracy against outside interference, from Russia or other actors, means also learning to protect Western democracies. It is likely that Moscow will intervene once again in the vote.  For the Kremlin, the perceived stakes are high. Putin may try to tilt the election in favor of a candidate whom he thinks might yield to Kremlin pressure, cutting a deal in the Donbas, relenting on Crimea, and moving toward a policy of accommodation. Accordingly, the Kremlin is very likely to continue, and even increase, its interference in Ukraine’s internal affairs, if not for the sake of a single candidate, then to widen existing fractures in Ukrainian society.  Russia may not be the only country to try influencing Ukraine’s elections. The past year has witnessed efforts by the government in Budapest to use  the issue of Hungarian-minority language  rights to put pressure on Ukraine in the EU and NATO. That government may also find the election a tempting opportunity, especially given the increasingly close ties between the Orbán government and the Kremlin.  The Kremlin is likely to use the full spectrum of its capabilities in the run-up to Ukraine’s election. This will start with its still-heavy “media” presence in the east and center of Ukraine and will not be limited to its state-run media. The Kremlin will push a variety of content on social media and find sympathetic outlets.  Moscow will also use its formidable cyber capabilities to hack into the campaign operations of candidates it does not like and to try to shut down major installations—including, but not limited to, electricity grids, phone networks, and airport control systems—in order to suggest that the authorities are not in control and to undermine the integrity of the electoral count. As it did in 2014, it may also try again to sabotage Ukraine’s election and voting system.  Moscow may also resort to more forceful measures. In 2015, it tried to orchestrate the emergence of the People’s Republics in Odesa and Bessarabia through the activation of its agents in the Ukrainian security services and in pro-Kremlin groups. Thanks to the timely work of Ukraine’s National Security Services (SBU), the effort was thwarted. Similar efforts to sow disorder cannot be ruled out in the months before the election.  There have additionally been a number of unexplained assassinations, of Ukrainian security officials, in Kyiv and other cities, who had operated successfully in the Donbas war. More of this is also to be expected. In the wake of the recent alleged poisoning in England of former Russian spy Sergei Skripal—and the alleged 2004 poisoning of Ukrainian presidential candidate Viktor Yushchenko—it is possible that Moscow may return to this deadly option as well.  The West must also reckon with the last major tool in Moscow’s hybrid war arsenal: the use of its military. This might involve the continued or additional concentration of major conventional forces on Ukraine’s border, or interference with Ukrainian shipping, particularly in the Sea of Azov. It might entail ratcheting up of additional firing across the line of contact in the Donbas or launching of a new offensive by the Russian proxy commanders.  To help Western decision and opinion makers gather information about election meddling attempts the Atlantic Council, the Victor Pinchuk Foundation, and the Transatlantic Commission on Election Integrity have established a Ukrainian Election Task Force. Working with other Ukrainian institutions—StopFake, the Ukraine Crisis Media Center, and the Razumkov Center—the three partners have created the Ukrainian Election Task Force.  The Task Force is creating a rapid-response team with the ability to monitor, evaluate, and disclose the full range of foreign subversive activities in Ukraine, and to propose suitable responses. The Task Force will bring together the best experts and instruments to spot, analyze, and substantiate attempted meddling. Using open- and closed-source research, the Task Force will gather and publish real-time information about how outside actors will try to influence Ukraine’s elections.  Alongside the Task Force, the Atlantic Council’s Digital Forensic Research Lab’s (DFRLab) active monitoring mission, under the direction of Graham Brookie, will provide its unique expertise to the Response Team’s efforts. Using innovative open-source research methodologies, they will provide real-time monitoring and analysis of the information environment in advance of and during the elections. This is a proven model that the Atlantic Council has developed over the last two years, including successful monitoring missions of elections in Brazil, France, Germany, Italy, Macedonia, Mexico, the United States, and beyond.  The upcoming elections in Ukraine are for Ukrainians to decide, not outside forces. Any efforts designed to influence and/or undermine the integrity of the elections would constitute an attack on Ukraine and would require a response from the international community. Such efforts must be exposed. Ukrainians deserve the right to choose their own leaders free of outside influence and interference, especially after having twice in a decade, in 2004 and again in 2013-14, demanded better from their leaders, the second time at significant cost.  By exposing Kremlin interference as it occurs in the run up to March 2019, the Atlantic Council and its partners hope to provide Ukrainians with the necessary tools to check outside efforts to influence their vote, to establish the facts, and to cast their ballots for a better future for Ukraine.  The Task Force will help Western democratic leaders gather support for protecting Ukraine’s democracy, and in turn gain experience for improving the resistance of their own democracies to outside interference. In the 1990 election in Nicaragua, the C.I.A. planted stories about corruption in the leftist Sandinista government, Mr. Levin said. The opposition won. Over time, more American influence operations have been mounted not secretly by the C.I.A. but openly by the State Department and its affiliates. For the 2000 election in Serbia, the United States funded a successful effort to defeat Slobodan Milosevic, the nationalist leader, providing political consultants and millions of stickers with the opposition’s clenched-fist symbol and “He’s finished” in Serbian, printed on 80 tons of adhesive paper and delivered by a Washington contractor. Vince Houghton, who served in the military in the Balkans at the time and worked closely with the intelligence agencies, said he saw American efforts everywhere. “We made it very clear that we had no intention of letting Milosevic stay in power,” said Mr. Houghton, now the historian at the International Spy Museum. Similar efforts were undertaken in elections in wartime Iraq and Afghanistan, not always with success. After Hamid Karzai was re-elected president of Afghanistan in 2009, he complained to Robert Gates, then the secretary of defense, about the United States’ blatant attempt to defeat him, which Mr. Gates calls in his memoir “our clumsy and failed putsch.” At least once the hand of the United States reached boldly into a Russian election. American fears that Boris Yeltsin would be defeated for re-election as president in 1996 by an old-fashioned Communist led to an overt and covert effort to help him, urged on by President Bill Clinton. It included an American push for a $10 billion International Monetary Fund loan to Russia four months before the voting and a team of American political consultants (though some Russians scoffed when they took credit for the Yeltsin win). That heavy-handed intervention made some Americans uneasy. Thomas Carothers, a scholar at the Carnegie Institute for International Peace, recalls arguing with a State Department official who told him at the time, “Yeltsin is democracy in Russia,” to which Mr. Carothers said he replied, “That’s not what democracy means.” But what does democracy mean? Can it include secretly undermining an authoritarian ruler or helping challengers who embrace democratic values? How about financing civic organizations?

The Abwehr And The Jews - M.N.: This is a very important story. | Michael Novakhov on the New Abwehr hypothesis of the Operation Trump

M.N.: This is a very important story. It confirms my impressions, formed earlier, that the Orthodox Judaism in general, and its various offshoots , such as "Chabad Lubavitch" and other "Hasidic movements", just like the State of Israel itself (God bless it), are nothing less and nothing more than the creations of the Abwehr and the New Abwehr (after WW2), which themselves were and are predominantly half or part Jewish, especially in their "top heavy" leadership circles, including Canaris himself and most of his commanding officers, as exemplified by this particular one described in this article. 

It was a historically formed and a historically determined circumstance: the ethnically German junkers looked down upon the Intelligence work which, as they felt, was not compatible with their ideal of the "honest military service", and they gladly or by necessity gave this area to the Jews and part Jews to manage. Another half of this formula might have been in the objective military observations that the smart, creative, ambitious, and quite German-wise patriotic Jews were simply much better and more efficient in this area, and they accepted and practiced this observation as the rule of their science and arts of wars and espionage. 

For the half and part Jewish Abwehr officers this "half and half" became their ideal and their elaborate "philosophy": the fusion of the Germanic and the Hebrew Spirits and their best embodiment and representations (in the high Abwehr officers, of course). 

It also included the criteria for the personnel selection; most of the Abwehr high officers do LOOK half or part Jewish. 

This point is very important for the understanding of the Abwehr's and the New Abwehr's psychology, outlook, and the nature, the character, and the distinguishing, the "diagnostic" features of their operations. 

The New Abwehr apparently, influences and manipulates the Orthodox Judaic movements, especially their pet project, the "Chabad Lubavitch" and other "Hasidic movements" quite heavily and almost absolutely invisibly, masking and advertising their "Putin connection" as the quite efficient, convenient, and convincing cover. 

These issues need the sophisticated and in-depth research. 

With regard to Trump Investigations, this assumption, or the working hypothesis, as described above, has the direct bearing and is a factor in understanding the Sphinx The Regent Jared Kushner, his family, their origins, and the origins of their wealth. 

The so called "Bielski Partisans" absolutely could not exist, function, and survive (quite nicely, with the trainloads of the robbed Nazi Gold and jewelry, which they later invested in the US real estate and other successful business ventures-rackets) without the overt or tacit approval and consent from the Abwehr which controlled everything on the occupied territories. 

The Kushner Crime Family was the tool: kapos and the enforcers for the Abwehr. They became their money launderes and money managers after the WW2, when Abwehr moved them to the US. 

The Trump Crime Family was the long term Abwehr assets, starting from Frederich Trump, Donald's grandfather, who run the bordellos for them, and including Fred Trump, Donald's father who built the "economy" housing for the newly arrived Abwehr agents, mixed into the mass of the legitimate refugees, and who also became the money launderer and the money manager for the Abwehr and the New Abwehr. 

Recently they (the New Abwehr planners) decided to merge these two families into a singleTrump-Kushner Crime Family, in what was clearly the arranged marriage between Jared and Ivanka, in preparation and as the first step towards Operation Trump. It was helped, as the apparent second step in this arrangement, by Wendi Deng the "Chinese spy", as alleged and circulated by Rupert Murdoch, her husband at the time. Both of them, just as, hypothetically, the FOX News Corporation were (and are?) heavily influenced by the New Abwehr. For Murdoch this proclivity apparently also runs in a family.  This is the apparent pattern of this prudent way of family recruitment; universally, and for the Abwehr in particular. 

This aspect is also important for the understanding of the role that Felix Sater and his "Chabad" sect played in the "Trump - Russia Affair". 

This thesis about the connection between the Orthodox Judaism and Abwehr is also consistent with the "Abwehr Diagnostic Triad" which was formulated by me earlier, as consisting of: 
  1) Judeophobia (as the psychological product of these described above circumstances: the Abwehr half Jews were the GOOD (half) JEWS, all the rest were "very bad, sick, and contaminating" Jews), 

2) Homophobia (the so called "Internalized Homophobia", stemming from the personal aspects of the Abwehr leadership and reflecting the general, very permissive attitude towards homosexuality among the German military circles before and especially in the aftermath of the WW1), and 

3) the specific Austrophobia or the so called Anti-Austrian sentiment (distrust and hate of all things Austrian), which stems from the Austro - Prussian War of 1866 and from the Austria–Prussia rivalry.

In the "Trump Affair", the Austrophobia aspect is expressed by the New Abwehr planners in the concept of the "decadent and dishonest, not to be trusted", part Jewish, Hapsburg Group, and this circumstance can be viewed as the particularly "telling", or highly suggestive and indicative, "pathognomonic", of the Abwehr operations.
